- Functions as the District Project Development Engineer. Directs and supervises MassDOT District 5 Project Development Staff. Coordinates and monitors the activities of staff engaged in Civil Engineering work to ensure professional, effective operations and compliance with established procedures.
- Oversees, directs, and administers all activities within the Project Development Sections to include District Projects associated with Design/Review, Utilities/Constructability, Environmental, and Planning Units to ensure effective operations and compliance with established Mass DOT procedures and Federal Guidelines.
- Performs all duties associated with personnel issues to include, but not limited to, personnel request forms, reclassifications, training, interviews, hiring recommendations, transfer requests, and grievances.
- Maintain confidential information that relates to labor relations policies to include, but not limited to, information about future bargaining strategy, the application or administration of a collective bargaining agreement, strategy regarding classification and compensation, any information identified or designated as confidential by MassDOT management.
- Agrees not to serve as an officer, board member, or participate in collective bargaining for any constituent union of Bargaining Unit E or any other collective bargaining representative of MassDOT or Commonwealth employees.
- Attends and participates in Metropolitan Planning Organization (MPO) meetings representing MassDOT District 5 and voting for the Highway Division Administrator in his/her absence. Provides information and advice to the MPO. These meetings, through the voting process, identify projects to be funded with federal and state funds through the Transportation Improvement Program (TIP).
- Oversees development of the district roadway and bridge projects in the 81 cities and towns for implementation on the TIP.
- Provides guidance to communities relating to MassDOT policies, engineering standards, planning, and funding.
- Coordinates with the Regional Planning Agencies (RPA), municipalities, MassDOT headquarters, and consultants, federal and state agencies to advance projects using both federal and state funds.
- Recommends identification of projects for federal funding categories such as safety, congestion, and enhancements.
- Coordinates with state and federal agencies to advance projects that will be advertised through funding streams outside of the MassDOT process.
- Oversees the review, examination, and approval/disapproval of complex and diversified engineering data such as plan designing, specifications, contracts, bids, etc. for a section of a department by analyzing codes, laws, policies, or procedures.
- Monitors and guides professional development of staff, including but not limited to: EPRS, resource planning, operational planning, maintenance planning, annual training program, etc.
- Monitors and reports on Section’s performance management goals and progress in meeting those goals to advance MassDOT’s mission.
- Advises District Highway Director, Deputy District Highway Director, and District Operations Engineer on critical issues regarding the Section.
- Other duties as requested/required by District Highway Director or Deputy District Highway Director.
- Knowledge of the principles and practices of civil engineering.
- Knowledge of the terminology and standard abbreviations used in civil engineering.
- Knowledge of the types and skill in the use of equipment used in plane surveying.
- Knowledge of the methods of soil testing.
- Knowledge of elementary algebra, trigonometry, plane and solid geometry, integral and differential calculus; knowledge of the standard procedures for taking field notes in connection with plane surveying.
- Ability to understand, apply and explain the laws, rules, regulations, procedures, specifications, and guidelines governing assigned unit activities and in connection with the construction and maintenance of highways, bridges, buildings, etc.
- Ability to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates and available resources; controlling work through periodic reviews and/or evaluations; determining subordinates' training needs and providing or arranging for such training; motivating subordinates to work effectively; determining the need for disciplinary action and either recommending or initiating disciplinary action.

This position is eligible for a five-thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired into the Unit E collective bargaining unit at MassDOT. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee's first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period. Only candidates external to the Massachusetts Department of Transportation are eligible for the sign-on bonus.
Position Summary
Incumbents of positions in this series prepare or review plans, designs, specifications and cost estimates for engineering projects; prepare and/or review reports, studies and analytical data; perform calculations relating to engineering problems; perform engineering surveys; inspect construction and/or maintenance work; and perform professional engineering duties in such areas as highways, bridges, buildings and facilities all in accordance with sound engineering principles, applicable laws, regulations and standards.
Duties and Responsibilities
Minimum Entrance Requirements

Applicants must have at least (A) nine years of full-time or equivalent part-time, experience in civil engineering work in such areas as construction, construction management, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least seven (7) years must have been in a professional capacity, and (C) of which at least three years must have been in a supervisory capacity.
SUBSTITUTIONS:
I. An Associate's degree with a major in civil engineering** or civil engineering technology** may be substituted for a maximum of one year of the required (A) experience.*
II. A Bachelor's degree with a major in civil engineering** or civil engineering technology** may be substituted for a maximum of two years of the required (A) experience.*
III. A Master's degree with a major in civil engineering**may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.
IV. A Doctoral degree with a major in civil engineering**may be substituted for a maximum of two years of the required (A) experience and two years of the required (B) experience.** NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines such as construction, construction management, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials.
*NOTE: Education towards such a degree will be prorated based on the proportion of the requirements completed.
*NOTE: No substitutions will be permitted for the required (C) experience.
SPECIAL REQUIREMENTS:
Incumbents are required to have a current and valid Class D Driver's License.
The incumbent is expected to report for work in declared emergencies and in the event of snow and ice operations as directed by the supervisor.
