      GENERAL DESCRIPTION: Performs highly complex (senior-level) technical, administrative, investigative, and research-related work. Provides support and guidance to a varied audience in relation to programs regulated and overseen by the Regulatory Services Division (RSD). May train others. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment in performing assigned tasks within the limits of applicable statutes, rules, regulations, policies, and procedures.

      ESSENTIAL DUTIES / RESPONSIBILITIES:

      1. Serves as Subject Matter Expert (SME) for all Compliance and Enforcement Service (CES) programs. Provides day to day support and guidance to Program Investigators and other staff in Field Operations, helps interpret rules, regulations, policies, and procedures.

      2. Assists the supervisor in planning, researching, developing, training on, and implementing new policies and standard operating procedures (SOP). Performs quality control audits on information and materials resulting from the investigative process.

      3. Communicates in-person or in writing with department personnel, local, state and federal law enforcement agencies, regulatory agencies, businesses and individuals, and others regarding the application of statutes, rules, regulations, inspections, investigations, and other information pertaining to regulated programs. Serve as liaison for Records Management audits.

      4. Coordinates and prepares assessments and assignments related to CES program activities. May assist management staff with the analysis, preparation, and review of legislative proposals for various programs overseen or administered by CES/RSD.

      5. Reviews current processes and procedures, and recommends changes to improve workflow efficiencies, productivity, and customer service.

      6. May represent CES Field Operations at meetings and serve on interview boards.

      7. May review and prepares responses to Governmental Relations Action Sheet (GRAS) inquiries.

      8. Attends work regularly and observe approved work hours in accordance with agency leave and attendance policies.

      9. Performs other duties as assigned.

      GENERAL QUALIFICATIONS and REQUIREMENTS:

      Education – Graduation from a standard High School or equivalent is required. Completion of two (2) years or sixty (60) semester hours from an accredited college or university is preferred.

      Experience – A minimum of three (3) years total investigative experience, of which two (2) years must be as a Program Investigator (B16), Program Investigator (B18), or Senior Program Investigator (B20) in the Compliance and Enforcement Service (CES).

      Licensure and/or CertificationIf driving is required, must possess a valid driver license from state of residence.

      Regulatory knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

      Leadership skills – Knowledge of management/supervisory methods and principles, performance/productivity standards, and fiscal/budget management. Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Ability to provide clear direction to others, promote teamwork and motivate others to accomplish goals.

      TechnologyProficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint), CJIS, and be able to learn new software/systems and program specific databases.

      Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.       Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

      Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

      Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

      Schedule and/or Remote/Telecommuting work and/or Travel – Availability for after-hours and weekend work is required. Telecommuting up to 5 days per week.

      A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

      A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

      Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
