      Public Health Seattle & King County is looking for an Educator Consultant I - Outreach Coordinator for East African Community to provide outreach coordination, development of materials and creation of enrollment systems in the East African communities and Haitian communities in Seattle, East King and North King County that improves access to the Access and Outreach - Orca Lift Program. This position will focus on but not limited to the following communities: Somalians, Kenyan’s, Sudanese, and Haitians. In addition, this position will work with our Program Manager in South King County in the development of the new King County African Community forum.

      PHSKC declared racism to be a public health crisis, thus our work includes leading with race and a focus on communities most impacted by systemic racism. In addition, we also recognize that addressing the social determinants of health is a primary approach to achieving health equity. Social determinants of health such as poverty, unequal access to health care, lack of education, transportation barriers and racism are underlying, contributing factors of health inequities. Because transportation touches many aspects of a person's life, adequate and reliable transportation services are fundamental to healthy communities. Transportation issues can affect a person's access to health care services.

      About The Access and Outreach - Orca Lift Program:

      Our overarching goal remains unchanged: to eradicate health inequities and disparities while simultaneously dismantling the barriers that impede access to public benefits programs and essential services. It's crucial to acknowledge that racism constitutes a profound public health crisis, and as such, our duty involves identifying and eliminating systemic obstacles that perpetuate disparities.

      To achieve our mission effectively, we must adopt a multifaceted approach that addresses not only healthcare access but also the broader social determinants of health. This includes tackling issues such as food insecurity, inadequate transportation, and barriers to accessing healthcare services.

      Outlined below are the three primary avenues through which we enact meaningful change:

      Assurance Role:

      Assuring access to vital services by actively identifying and removing barriers.
      Facilitating community-based meetings to foster dialogue, collaboration, and actionable solutions.
      Enrolment Initiatives:

      Enrolling eligible residents into public benefits programs to ensure they receive the support they require.
      Training, Infrastructure Support, and Community Engagement:

      Providing training sessions to enhance awareness and capacity among stakeholders.
      Offering infrastructure support to streamline processes and improve service delivery.
      Establishing forums and networks that encourage collaboration, knowledge-sharing, and community engagement.

      Work Location:

      Primary location is... 201 S Jackson St, Seattle, WA 98104, USA

      The work associated with this position will be performed on-site and remotely. Two (2) days on-site at multiple worksites, and working remotely for the remaining days of the week.

      Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

      Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.

      King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.
      Work Schedule:
      40 hours a week. Hours of operation are 6:30am to 6:00pm daily. Initial schedule is Monday through Friday, 8:00AM to 5:00 PM. Flexible evenings and weekends are required. These hours are subject to change with advance notice.
      • Coordinate and oversee outreach in the East African and Haitian community with a focus on the Somalians, Kenyans and newly arriving African immigrants into King County.
      • Design flyers and marketing materials in Somali, French, Haitian Creole, Swahili, and other East African languages.
      • Provide trainings to community-based organizations who serve the East African and newly arriving African Immigrants.
      • Establishing new health insurance Navigator organizations in the East African and Haitian communities.
      • Working with the ORCA Lift PPMIII, identify barriers and gap areas in King County and develop a strategic plan to eliminate the barriers.
      • Create an educational hub of information for ORCA Lift and transportation option for the African immigrant community at the ORCA Lift office in Seattle.
      • Assistant with the coordination of the new African Community Forum for King County.
      • Provide outreach assistance in North Seattle, Bellevue, East and North King County.
      • Create new referral systems for Community Based Organizations serving the Somali, Kenyan and other newly arriving immigrants.
      • Assistant with the development of the new website for the new King County African Community forum.
      • Experience working in the Somali and &/or Kenyan communities.
      • Understand the Haitian and other African immigrants. (Understanding the barriers and challenges faced by the Haitian and other newly arriving African immigrants)
      • Experience enrolling residents into ORCA Lift and with an understanding of the transportation barriers and options for King County.
      • Certified as a Health Insurance Navigator in Washington State through the Health Benefit Exchange.
      • Knowledge and previous experience with program planning in the African Immigrant community.
      • Previous experience with community based trainings
        and knowledge of the African culture and beliefs.
      • Knowledge of the African Immigrant community and newly arriving
        immigrants in King County.
      • Knowledge of the transportation systems in King County and proven experience on how to access transportation and enrollment into ORCA Transportation program.
      • Previous experience working on a team and collaborating on
        projects.
      • Skill in facilitating focus groups and leading meetings.
      • Skill in community organization and development
      • Skill in the use of a personal computer, Microsoft Word, Excel and database software.
      • Must be a certified Health Insurance Navigator through the Washington Health Benefit Exchange.
      Desired Qualifications:
      • Extensive experience with community-based trainings in the African community.
      • Skilled on how to get materials translated in African languages.
      • Developed and established relationships in the African community.
      • Proven experience collaborating with co-workers and overcoming conflict.
