      DEQ has an open opportunity for an Environmental Specialist II.

      It is full-time (40 hours per week) with State Benefits.
      This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.
      The Environmental Specialist II performs water quality modeling, statistical, and GIS analyses consistent with planning section goals and state and federal regulations and provides recommendations to other DWR programs.

      Key Responsibilities
      • Develop, review, evaluate, and update water quality models with an emphasis on receiving water quality and estuarine models such as WASP, EFDC, Qual2K, and CE-Qual-W2.
      • Review list of impaired waters and coordinate with other state and local programs to conduct appropriate follow-up activities such as development of Total Maximum Daily Loads (TMDLs) or Nutrient Management Strategies.
      • Gather, analyze, interpret, and report on water quality and quantity data.
      • Apply programming tools (e.g., R, SAS, JMP, python) for processing and summarizing data and model output.
      • Provide technical support regarding water quality and quantity modeling to DWR staff, local governments, and other agencies.
      • Present results and recommendations to DWR staff, local governments, and other stakeholders.
      The Division of Water Resources (DWR):
      The Division of Water Resources (DWR) is responsible for protecting North Carolina's drinking, surface and ground water for all waterbodies including lakes, streams, rivers, wetlands, and aquifers. This environmental stewardship is accomplished through actions including issuing permits, investigations, regulatory compliance and enforcement, monitoring and field assessments, certifications, laboratory analysis and testing, planning, water quality standards management, educational outreach, and other efforts. The Division comprises five Sections: Water Quality Regional Operations; Water Sciences; Public Water Supply; Water Quality Permitting and Water Planning.       Knowledge, Skills and Abilities / Competencies

      The Knowledge, Skills and Abilities listed below, along with the Minimum Education and Experience requirements, are REQUIRED to qualify for this position. We will not review resumes in lieu of Experience and Education listed on the application.
      • Demonstrated experience developing, utilizing and/or updating water quality models such as those with a focus on nutrients.
      • Demonstrated knowledge of regulations, laws, policies, and/or procedures related to water quality environmental programs.
      • Demonstrated experience in analyzing, interpreting, or evaluating data pertaining to water quality.
      • Demonstrated experience communicating technical information and/or recommendations in oral and written form.

      Minimum Education and Experience Requirements

      Bachelor's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and two years of experience related to the area of assignment; or an equivalent combination of education and experience.
