- Identify, collect, monitor, and report KPIs and performance measures for continuous quality improvement.
- Track evaluation and performance reporting deliverables and timelines to ensure quality reports are completed and disseminated on time.
- Collaborate effectively with cross-departmental stakeholders to ensure training, education, adoption, and adherence to performance management and quality improvement principles.
- Conducts research, analyzes data, and effectively communicates strategic data-driven evaluations for HCPH projects and programs.
- Communicate program performance and evaluation insights through the use of dashboards, reports, and presentations.
- Suggests data-driven ideas for quality improvement projects rooted in ongoing evaluation and performance measurement results.
- Develops well-crafted presentations as needed.
- Other duties as assigned, including special tasks involved in responding to an emergency event.
- Bachelor's degree from an accredited college.
- At least one (1) year of experience working in a public health or service-related area, such as a local health department or local government, a community-based organization, or a related area.
- At least two (2) years of experience in qualitative and quantitative data collection, management, analysis, interpretation, and reporting in public health or a related area.
- Exceptional written and verbal communication skills.
- Ability to assess problems and identify solutions in a proactive and collaborative manner.
- Advanced knowledge of the principles and practices of strategy development, health equity, and grant writing
- Advanced knowledge of the principles and practices of data analytics, data visualization, and data interpretation.
- Ability to conduct research, identify and understand data, and translate data into information for decision making and recommendations
- Ability to build trust with stakeholders, including exceptional leadership and motivational abilities.
- Ability to organize and work independently on time-sensitive projects.
- Ability to develop well-crafted and engaging presentations.
- Ability to solve a variety of complex problems in the absence of technical guidelines and when creative thinking is required.

- Monday – Friday
- 8 am – 5 pm
- May require periodic overnight travel and long hours/overtime during emergencies/disasters.
- This job operates in a professional office environment.
- This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.
- This role may require infrequent travel and interaction with the community at public events.
- This is a largely sedentary role; however, some duties would require the ability to lift up to 20 pounds and bend & standing for periods at a time.

As a core member of the Evaluation and Performance Management team, the Evaluation and Performance Specialist will support program evaluation, performance management, and KPI reporting activities for public health programs and services.
Acting as a subject matter expert of Evaluation, Performance Management, and Quality Improvement, this position will develop, track, and report measurable and meaningful outcomes and key performance indicators for Harris County Public Health programs and services. The Evaluation and Performance Specialist will also implement evaluation activities including qualitative/quantitative data analysis and reporting.
