      GENERAL SUMMARY:

      Provides administrative support to the President and members of the Board of Directors and Volunteers (“Volunteers”), under the direction of the Board Executive Manager. Handles special projects duties and other assignments to ensure that Board of Directors and Volunteers are effectively supported.


      NATURE AND SCOPE OF POSITION:

      This is a support position, performing multiple administrative duties to ensure efficient service and support. Responsibilities require the frequent use of tact, discretion, and independent judgment as well as knowledge of departmental and credit union activities. The work may have technical aspects, requiring the interpretation and application of complex policies, procedures and regulations and may involve public/member contact. The work normally involves regular interaction with board members, volunteers, representatives of business or community organizations, the public and all levels of Kinecta employees.


      SUPERVISORY RESPONSIBILITIES:

      There are no supervisory responsibilities but will be expected to take the lead on assigned projects and may oversee the work of others working on assigned project.


      ESSENTIAL DUTIES AND RESPONSIBILITIES:

      • Responsibility for reviewing new and modified NCUA, CFPB or GSE (Fannie Mae/Freddie Mac) rules pertaining to member deposits, consumer lending, residential lending, servicing, and collections. Promptly communicates any regulatory requirements to the affected business unit(s), and VP of Enterprise Compliance following an analysis of the regulatory impact to the Credit Union.
      • Continually monitors the Credit Union’s, and its subsidiaries’, regulatory compliance status, with regular communication on the operational impact to the VP of Enterprise Compliance.
      • Manages the Regulatory team’s approval of marketing materials and department policies and procedures (P&Ps) submitted to the compliance queue.
      • Supports the VP of Enterprise Compliance in reviewing and updating required training content for employees annually or as needed.
      • Helps to oversee the monthly review of member complaints on behalf of the department for applicable regulatory impact as well as issuing reports on the status.
      • Develops methods to test the Credit Union’s compliance with consumer lending and servicing obligations, including annual HMDA reporting and quarterly Fair Lending analysis.
      • Acts as a subject matter expert to Credit Union personnel for questions regarding regulatory issues on daily operations and development of new products and services.
      • Works with the Legal Department as needed to ensure that the Regulatory team accurately conveys any legal/regulatory requirements for all disclosures related to products and services.
      • Manages the Credit Union’s Policy and Procedure (P&P) repository and Forms Library, ensuring that any required updates are communicated to the respective Department Head, reviewed for regulatory compliance and tracked accordingly.
      • Acts as a department liaison to ensure effectiveness of compliance controls prior to any system release. Makes recommendations for improving compliance controls and, where needed, participates on the implementation of such controls.
      • Responsibility for ensuring fees charged in conjunction with loans, deposits and ancillary products are within statutory and regulatory guidelines.
      • Supports the Vice President of Enterprise Compliance and/or Chief Risk Officer as needed, including acting as a point of contact for Compliance during leaves of absence and escalating any potential risks.

      NON-ESSENTIAL DUTIES AND RESPONSIBILITIES:

      Performs other duties including special projects as assigned.


      MINIMUM QUALIFICATIONS

      Knowledge, Skills and Abilities:

      • Thorough knowledge and understanding of consumer compliance and regulatory requirements applicable to retail banking, lending and servicing, including:
      1. Federal Credit Union Act and NCUA Rules
      2. Federal financial regulations (e.g., Regulations CC, D, and E; ADA, ECOA, E-Sign, FDCPA, FCRA, HMDA, MLA, RESPA, SCRA, TCPA, TISA, TILA, and Bankruptcy Procedure).
      3. Applicable state consumer lending, servicing, and collections laws
      4. Federal and state privacy laws (e.g., GLBA, CalFIPA, CCPA)
      • Ability to cope with rapidly changing regulatory environment on a federal and state level.
      • Strong working knowledge of business operations procedures, including loan servicing operations and procedures.
      • Excellent oral and written communication and interpersonal skills with the ability to develop working relations with the business units supported.
      • Self-sufficiency in approach to work and excellent prioritization and planning skills.
      • Ability to manage complex assignments independently while also working effectively as part of the team.
      • Experience in performing, researching and writing on a variety of rules, regulations and updates.
      • Attention to detail.

      Education, Training and Experience:

      Potential candidates for this position must meet the following requirements:

      • Compliance Certification from NAFCU, CUNA, ICBA, ABA or similar organization
      • Bachelor’s degree in Finance, Business, Economics, or a related field.
      • At least five years of management experience within a financial services firm.
      • At least five years of regulatory compliance responsibilities in consumer and mortgage lending, preferably for a federally chartered bank or credit union with national footprint.
      • Familiarity with state insurance requirements and federal securities laws.


      One year of relevant professional-level work experience may be substituted for one year of required education.

      WORKING CONDITIONS :

      • The working environment is generally favorable. Lighting and temperature are adequate, and there are no hazardous or unpleasant conditions caused by noise, dust, etc.
      • The job may require flexibility with regards to scheduling days, hours, and work location, depending on business needs.
      • The job is typically sedentary but may require standing and walking up to 35% of the work time to transfer files, ask questions, and related activities.


      PHYSICAL ABILITIES, MENTAL DEMANDS, AND WORK ENVIRONMENT

      Must be able to exercise sound judgment, effectively plan and be well organized, have excellent oral and written communications skills, work well under changing timelines, take the initiative and be flexible and cooperative. Accuracy, timeliness and maintaining confidentiality related to member, employee information and company records is required.

      While performing the job duties of this position, the employee is regularly required to sit; talk or hear in person and by telephone; use hands to operate standard office equipment; reach with hands and arms; lift minimum 10 lbs.

      The employee is frequently required to walk and stand. Vision abilities required by this job include close vision and the ability to adjust focus to read and operate office equipment, as necessary. The employee works under typical office conditions and noise levels.
