      Position Purpose

      Leads in coherent design and implementation of instructional practices, curriculum writing, professional development, innovative technology, and assessment aligned to District initiatives and goals. Directs assigned Learning and Leading personnel in the development and implementation of processes designed to ensure and strengthen staff knowledge, skills, competencies, and abilities. Provides leadership, supervision, and support to District services, instruction, administration, and organizational direction for all Special Education, Dyslexia, Gifted and Talented, Psychological Services, and MTSS/504 programs. Coordinates across all aspects of services to ensure that systemic processes and mandates are successfully implemented.

      Advances the vision of Learning and Leading in Fort Worth ISD. Supports campuses, teachers, Principals, and District Service Center staff in implementing a coherent PK-12 strategy to support all learners with a focus on, Students with Special Needs, Diverse Populations, and Advanced Academics. Ensures that the Learning and Leading Division practices are designed to close achievement and opportunity gaps throughout the District in order to ensure equity for historically marginalized students. Leads professional learning across the District around research-based best practices in specialized learning across all content areas. Leads curricular adoptions, resource alignment, and resource distribution in order to ensure campuses are supported appropriately with materials needed to implement programmatic requirements. Provides instructional leadership support to Campus Principals in order to build leadership capacity to improve practices and increase student achievement. Ensures appropriate support is provided to campuses through Directors, Coordinators, Coaches, and Specialists.

      ESSENTIAL JOB FUNCTIONS

      Instructional & Program Management
      • Oversees the development and delivery of SPED, Dyslexia, Gifted and Talented, Psychological Services, and MTSS/504 programs that incorporate District goals and support student achievement.
      • Directs and provides organizational leadership by implementing administrative staff development through board policies and procedures.
      • Participates in the district-level decision-making process to establish and review the District’s goals and objectives related to instructional programs.
      • Promote clear community relations through enhanced communication and involvement with parents and the community stakeholders.
      • Ensures leadership to build District and campus capacity to acquire, analyze, and account for data regarding students with disabilities.
      • Oversees schedules, budgets, summer school programs, evaluation specialists, and central office staff.
      • Coordinates and communicates with principals to ensure compliance with federal and state mandates; works with principals in program planning to resolve student issues and parental concerns.
      • Provides leadership in planning and delivering curriculum and instructional growth for students with disabilities.
      • Provides staff allocations to schools using the District's position inventory system.
      • Coordinates Special Education services through directors and coordinators of special programs.
      • Monitors and tracks all TEA compliance indicators for the District and campuses.
      • Maintains compliance with Special Education operating guidelines.
      • Develops and maintains effective partnerships with employers in the community to provide program enhancements and learning experiences.
      • Stays abreast of current research and trends in curriculum development and instruction.
      • Communicates the latest developments in curriculum and innovative instructional techniques and programs to improve student achievement.
      • Provides support for the Learning and Leading Division by housing curricular resources and internal documentation for professional learning.
      • Provides additional support for the Learning and Leading Division around curriculum and the implementation of curricular initiatives.
      • Develops and manages equitable budgets based on department priorities and District goals.
      • Actively promotes the District’s equity vision through curricular adoptions, instructional practices, and use of data to improve outcomes for all students with a focus on historically marginalized populations.
      • Analyzes instructional progress to evaluate progress toward program goals and gathers other significant data relevant to the success of initiatives, grants, or programs when applicable.
      • Develops and implements effective and efficient assessment systems and data collection processes that provide a record of baseline measures and track longitudinal trends.
      • Develops and implements innovative professional learning opportunities and activities for students, District personnel, and the community.
      • Facilitates implementation of the equity protocol; observes and provides guidance in the use of appropriate equity tools and protocols. Ensures that culturally relevant learning opportunities are provided.
      • Monitors the impact of the Division through evaluating progress toward goals, and gathers other significant data relevant to the success of the work.
      • Monitors goals, shares reports, and assists in developing action plans for achieving goals.
      • Directs and oversees the District's Dyslexia Services instructional program, referral, and assessment processes in accordance with District goals and objectives, as well as with applicable laws.
      • Directs the selection and adoption of Dyslexia Services instructional materials, assessment tools, media, and software materials; collaborates with Learning and Leading staff to ensure alignment with foundational literacy instruction in the regular classroom.
      • Works with director, administrators, principals and dyslexia teachers to ensure faithful implementation of the District Dyslexia Services model resulting in research-based best practices in the dyslexia classroom for students identified with dyslexia.
      • Ensures support for family, student, and community by educating all stakeholders about Dyslexia and the opportunity for services.
      • Analyzes current Dyslexia Services processes and practices and makes recommendations to further enhance Dyslexia Services to meet the needs of students and the District; uses qualitative and quantitative data to make decisions.
      • Provides leadership, coordination, and expertise to ensure systematic and continuous K-12 Gifted and Talented programming.
      • Ensures G/T services are culturally and linguistically responsive to the student population.
      • Remains current on latest research and development in G/T education.
      • Supervises members of the district G/T Department in developing and implementing program expectations and professional learning aligned to the State Plan.
      • Revises, innovates, and updates G/T Education Program based on evaluation results and latest developments in G/T education.

      Safety
      • Performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition.
      • Follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures.
      • Corrects unsafe conditions in the work area and promptly reports any conditions that are not immediately correctable to the supervisor.

      Supervisory Responsibilities
      • Selects, trains, supervises, and evaluates staff, and makes recommendations relative to assignment, retention, discipline, and dismissal.

      • Knowledge of data information systems, data analysis and the formulation of action plans.
      • Knowledge of effective research-based strategies, theories, techniques, and methodologies.

      Travel Requirements
      • Travels to school district buildings and professional meetings as required.

      Physical & Mental Demands, Work Hazards
      • Tools/Equipment Used: Standard office equipment, including computer, peripherals, and interactive visual display panels.
      • Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
      • Motion: Frequent repetitive hand motions, including keyboarding and use of a mouse; occasional reaching.

      Minimum Required Qualifications
      • Education:
        • Master’s degree from an accredited college or university in Education or a related field required.
      • Certification/License:
        • Eligible for a Valid Texas Teaching Certification required. Attainment of certification within six months is a condition of continued employment;
        • Valid Texas Teaching Certification in the area of Special Education preferred;
        • Valid Texas Mid-Management or Principal Certification preferred.
      • Experience:
        • Required: 6 years’ experience including;
          • 3 years’ classroom teaching experience;
          • 3 years’ supervisory experience as a campus principal or central administrator.
        • Preferred:
          • Experience as a campus principal or in administration, including significant experience working with Programs for students in Special Populations at the elementary and/or secondary levels.
