      Job Title: Federal/Special Programs Coordinator

      Reports to: Director of Special Programs

      Dept./School: Special Programs - Administration

      Duty Days: 226

      Pay Grade: AP8

      Primary Purpose:

      Coordinate the federal/special programs. Collaborate with district staff and outside personnel to implement and evaluate federal/special programs. Coordinate and assist in managing the district’s special programs/federal programs. Ensure that services are provided for special needs students and individualized education plans are provided to meet the needs of all students. Warrant compliance with all state, federal, and local requirements.

      Qualifications:

      Education/Certification:

      Bachelor’s Degree

      Special Knowledge/Skills:

      Knowledge of federal and special program rules and regulations

      Ability to interpret data

      Strong organizational, communication, and interpersonal skills

      Experience:

      2 years’ experience in federal/special programs management preferred

      Major Responsibilities and Duties:

      Program Management

      1. Evaluate all federal/special programs legislation, projects, and programs for grant, entitlement, and allocation opportunities relevant to the needs of the program and make recommendations regarding participation.
      2. Participate in the drafting of project proposals and reports, including the writing and development of program procedures, goals, objectives, and budgets for federal/special funding of programs including preparing and submitting standard applications for federal funds to Texas Education Agency (TEA).
      3. Serve as liaison between school and other agencies on joint projects that are federally funded.
      4. Coordinate and schedule Parent Community and Engagement activities for Federal/Special Programs.
      5. Monitor compliance and implementation of Federal/Special Programs.
      6. Implement a continuing evaluation of federal/special programs and implement changes based on the findings.
      7. Ensure that the necessary time, resources, materials, and technology to support accomplish educational goals are available. Encourage and support the development of innovative instructional programs.

      Policy, Report, and Law

      1. Compile, maintain, and assist with all reports, records, and other documents required, including mandatory financial reports to TEA.
      2. Comply with policies established by federal and state law, State Board of Education rule, and the local board policy.

      Student Management

      1. Demonstrate support for the district’s student management policies and expected student behavior related to special programs.

      Policy, Reports, and Law

      1. Implement the policies established by federal and state law, State Board of Education rule, and local board policy in area of special programs. Recommend sound policies and procedures to improve the program.
      2. Compile, maintain, and file all reports, records, and other documents required.

      Budget and Inventory

      1. Assist with implementation of all federal program budgets based on documented needs and ensure that operations are cost effective and funds are managed wisely.

      Personnel Management

      1. Train and monitor staff and make recommendations relative to program implementation.

      Communication and Community Relations

      1. Maintain a positive and effective relationship with supervisors
      2. Effectively communicate with colleagues, students, and parents.
      3. Establish and maintain a professional relationship and open communication with principals, teachers, staff, parents, and community members.

      Rules and Regulations/Fiscal/Facilities

      1. Coordinate internal accountability system district-wide and current action plan resulting from this system.
      2. Coordinate district-wide compliance with American with Disabilities Act.

      Tools/Equipment Used: Standard office equipment including personal computer and peripherals

      Posture: Prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting

      Motion: Repetitive hand motions, frequent keyboarding and use of mouse; occasional reaching

      Lifting: Occasional light lifting and carrying (less than 15 pounds)

      Environment: Frequent districtwide travel; occasional statewide travel

      Mental Demands: Work with frequent interruptions; maintain emotional control under stress
