Job Description

- Receives, reviews and processes purchase orders for payment and checks for accuracy.
- Processes vendor invoices, checks accuracy, schedules for payment.
- Balances statements from vendors, research billing issues and resolves discrepancies.
- Monitors and maintains statistical and financial records and reports related to accounts payable; prepares monthly reporting to School Board, prepares reports of school department activities for departmental budget;
- Communicates with division employees; provides specialized information and assistance regarding established accounts payable policies, procedures and transactions.
- Prepares and distributes 1099 forms and related reports; sets up new vendors as needed.
- Assists with entering monthly payroll data and processing payroll as needed.
- Serves as Bank of America Administrator for the Division.
- Serves as Purchasing Agent for the School Division. Oversees procurement processes, including contract negotiations, bidding and vendor selection.
- Ensures compliance with Virginia Public Procurement Act (VPPA) and school district policies.
- Maintain accurate purchasing records and ensure timely processing of purchase orders and invoices.
- Works with vendors to secure cost-effective solutions while ensuring quality service and product delivery.
- Prepare and submit a variety of financial and statistical reports.
- Prepares and maintains financial files and records.
- Operates a variety of office machines and word processing equipment.
- Performs other related duties as assigned by the Chief Financial Officer or appropriate administrator.
- General knowledge of the accounts payable system and procedures
- General knowledge of bookkeeping terminology and methods
- General knowledge of standard office procedures, practices and equipment.
- General knowledge of routine accounting principles.
- General knowledge of The Virginia Public Procurement Act

- Skill in the use of personal computers and related software packages, hardware and peripheral equipment.
- Ability to maintain financial records and to prepare reports and statements.

- Ability to establish and maintain effective working relationships with associates and the general public.
- High school diploma or GED with coursework in accounting, bookkeeping, or a related field.
- Experience in accounts payable, or an equivalent combination of education and experience.
- Virginia governmental purchasing experience, Certification preferred or willingness to obtain.
- Such alternatives to the above qualifications as the School Board may find appropriate and acceptable.
- Requires the occasional exertion of up to 10 pounds of force.
- Regularly requires speaking or hearing, using hands to finger, handle or feel and repetitive motions.
- Frequently requires sitting and occasionally requires standing, walking, reaching with hands and arms, bending, lifting, distributing educational materials/items as needed and using technical equipment in the area of assignment.
- Standard vision requirements.
- Vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly.
- Hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound.
- Requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities.
- Must be mobile enough to travel and monitor program aspects in all instructional settings within and without the division.
- Occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
- Position may require the operation of division-owned/leased motor vehicles; therefore, the incumbent’s driving record will be subject to periodic review and must be acceptable in accordance with the provisions of the Dinwiddie County School Board’s policy manual.

Position Summary
Performs a range of technical, administrative, and financial tasks related to accounts payable, procurement, and financial record-keeping. Ensures the proper procurement of goods and services while maintaining compliance with financial policies, procedures, and regulations. Prepares financial reports and maintains accurate records. Serves a critical role in supporting budgetary and fiscal operations. Work is performed under the limited supervision of the Chief Financial Officer.
