- Developing, implementing, administering, and evaluating programs and monitoring their performance, to ensure that corresponding service is delivered in accordance with the contract language, program requirements, clinical best-practices, and applicable administrative rules and Wisconsin statutes.
- Collaborating with and providing training, consultation, and technical assistance to contracted vendors, DHS staff, program providers, and other community partners within the mental health, substance use, and criminal legal sector.
- Implementing policies, practices, processes, strategic planning, and quality improvement initiatives that impact clients, communities/members of the public, law enforcement, several divisions within DHS and DOC, county behavioral health systems and courts, and contracted providers.

- To work remotely, employees must have access to both a private workspace and secure high-speed internet.
- Mileage reimbursement to the employee's headquarter location is not provided.
- For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

- Experience using evidence-based practices to provide screening, assessment, treatment, or case management services to behavioral health or substance use populations.
- Experience leading or facilitating projects or work groups with multiple partners within the mental health, substance use, or criminal legal sector.
- Experience providing training, consultation, or technical assistance on program procedures or requirements to internal or external partners.
- Experience providing or overseeing treatment planning for individuals with complex needs (e.g., mental health, substance use, cognitive, developmental, medical, etc.) in a civil or forensic mental health service system.
- Experience in the provision of competency to stand trial services for forensic mental health clients.
- Experience in the provision of behavioral health services for mandated/non-voluntary populations.
- Experience administering contracts or grants (e.g., developing procurements, monitoring and evaluating performance, ensuring compliance, implementing corrective actions, monitoring budget, etc.).
- Experience with county and civil mental health service delivery programs and laws such as Chapter 51, Comprehensive Community Services (CCS), Community Support Programs (CSP), etc.

Introduction
The Department of Health Services (DHS), Division of Care and Treatment Services (DCTS) is recruiting to fill two Forensic Mental Health Services Program Specialist positions within the Bureau of Community Forensic Services (BCFS). One position serves as an Opening Avenues to Reentry Success (OARS) Program Specialist. The other position serves as an Outpatient Competency Specialist.

Position Summary
In each position, you are responsible for management, overall coordination of activities, and program oversight for Wisconsin's interconnected array of programs under the title "Forensic Mental Health" that provide services to individuals with mental health, substance use, and various other conditions.
In the Opening Avenues to Reentry Success (OARS) role, your focus will be on the OARS program which supports the prison to community transition of inmates living with a serious and persistent mental illness who are medium-to-high-risk of reoffending. The program is a collaborative effort of the Department of Corrections (DOC) and DHS.
In the Outpatient Competency Specialist role, your focus will be on the Outpatient Competency Evaluation Program (OCEP) and other forensic mental health programming currently in development. The OCEP is responsible for competency examinations completed in an outpatient or jail setting on individuals who are committed pursuant to §971.14(2) and ordered by the committing court for competency treatment.

Salary Information
The starting pay is between $34.50 and $40.85 per hour ($71,700 and $84,900 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.
Pay for current or former employees is based on the rules that apply to compensation for the applicable transaction. The positions are classified as a Human Services Program Coordinators - Senior in pay schedule/range 07/03.
