Job Description

- organizes and coordinates the maintenance of access control on the University campus for its employees, students, and visitors;
- develops and implements changes to the University's access control regulations and policies, ensuring compliance by external security firms engaged in campus security;
- conducts organizational events to maintain public order, counterterrorism measures, and civil defense within the University, and participates in incident investigations within the Division 's jurisdiction;
- oversees internal control of fire safety measures, monitors implementation of the fire safety plan, civil defense, and emergency response by University organizations and structural units;
- assists special state and law enforcement agencies in organizing operational and investigative activities to identify individuals interested in disrupting public order and safety on the University campus;
- ensures the development and timely updating of the University's anti-terrorism security passport, organizes drills and practical exercises on actions during accidents, fires, and emergencies, as well as educational (preventive) activities on anti-terrorism security measures;
- collects, processes, and analyzes information on incidents and crisis situations related to security issues in accordance with established procedures. Prepares relevant decisions for the University management based on the analysis;
- coordinates internal documents of the University related to matters within the Division 's jurisdiction.;
- participates in the processes of identification, assessment, management, control, monitoring of risks, and the formulation of relevant reports within the scope of the Division 's competence;
- coordinates and supervises the work of the external security organization responsible for access control, maintaining public order, implementing anti-terrorism measures, and responding to emergencies within the University;
- monitors the operation and maintenance of fire alarm systems and engineering technical security equipment;
- participates in the preparation and organization of events related to mass gatherings of people and visits by protected persons of the Republic of Kazakhstan and foreign delegations;
- timely and properly carries out tasks assigned by immediate supervisors and University management;
- complies with the requirements of the legislation of the Republic of Kazakhstan and internal documents of the University;
- responsible for ensuring labor and service discipline;
- responsible for ensuring the integrity of official documents and preventing the disclosure or leakage of confidential and business information, as well as information of restricted access, in accordance with the legislation, Charter, and internal documents of the Employer;
- monitors internal and external situations, providing the University leadership with informed conclusions and options for possible actions, including ways to enhance the overall operations of the Division, particularly in terms of technical equipment for campus security systems;
- In case of dismissal, ensures timely handover of all paper documentation, digital information, and inventory to another employee as directed by the immediate supervisor (according to the handover protocol).

Job Description
Qualifications
Higher education is required, preferably in higher educational institutions with instruction in English. Preferred specialization areas include:
Possession of a master's degree is preferable.
Overall work experience should be at least 7 years. Additionally, a minimum of 5 years of experience is preferred in one of the following areas: in security organizations in managerial positions, in public service within central executive bodies, or in international and/or national companies in middle management positions
