  TxDOT's Transportation Planning and Programming (TPP) Division is looking for a GIS Analyst based in Austin, TX, who is passionate about spatial data and is experienced in Python, SQL, JavaScript, or FME; having experience with linear referencing is a plus. As a GIS Analyst in TPP, you will be responsible for assisting in the maintenance of data in the division's geospatial roadway inventory database, as well as providing solutions to improve processes and develop products to assist with daily workflows. The successful candidate will also act as a liaison between the division and TxDOT's district personnel.

  GIS Analyst II - B20 Salary Range $63,000.00 - $68,000.00
  GIS Analyst III- B22 Salary Range $68,000.00 - $75,000.00

  GIS Analyst II:

  Performs complex geographic information systems (GIS) data development, integration and analysis, produces maps and graphics, and extracts, analyzes and reports data. Provides technical assistance and support of transportation related activities or projects. Work requires contact with governmental agencies. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

  GIS Analyst III:

  Performs advanced geographic information systems (GIS) data development, integration and analysis, produces maps and graphics, and extracts, analyzes and reports data. Provides technical assistance and support of transportation activities or projects. Work requires contact with governmental agencies. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

  Essential Duties:

  GIS Analyst II:

  • Utilizes ArcGIS Online to create and maintain feature services and web mapping applications
  • Reviews geographic data from various sources, including other state agencies, aerial imagery, existing maps, and databases.
  • Assists in the creation of custom tools and applications using Python, HTML/Javascript/CSS, SQL, FME and/or other coding languages
  • Creates and maintains cartographic products using ArcGIS.
  • Develops and maintains links between attributes and other databases.
  • Follows documented workflows, standard operating procedures and best practices to consistently produce high-quality data with minimal errors or corrections.
  • Uses linear referencing to update and maintain the roadway network and attributes.
  • Researches new software and/or techniques for improving performance or processes.
  • Represents the organization at meetings and other forums.
  • Performs other job responsibilities as assigned.

  GIS Analyst III
  All of the above and:

  • Assists with administering SDEs, ArcGIS Online accounts, GitHub, and other accounts
  • May serve as lead worker or project leader

  Minimum Qualifications:

  Education:

  • Bachelor's Degree in Geography, Geographic Information Systems, or related field.
  • Relevant work experience may be substituted for degree on a year-per-year basis OR related graduate-level education may be substituted for experience on a year-per-year basis . Substitutions for Minimum Qualifications

  Experience:

  GIS Analyst II

  • 1 year using Environmental Systems Research Institute (ESRI) products in cartographic production, GIS or GPS analysis.
  • Experience can be satisfied by full-time or prorated part-time equivalent.

  GIS Analyst III

  • 2 years using Environmental Systems Research Institute (ESRI) products in cartographic production, GIS or GPS analysis.
  • Experience can be satisfied by full-time or prorated part-time equivalent.

  Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

  Physical Requirements and Working Conditions:

  • Subject to environmental conditions; protection from weather but not temperature changes
  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
  • Lifting-raising objects from lower to higher position/horizontally to a different position
  • Fingering-picking, pinching, typing; working primarily with fingers rather than whole hand
  • Grasping-applying pressure to an object with fingers and palm
  • Talking-expressing or exchanging ideas by spoken words
  • Hearing-perceive sound at normal speaking levels; receive information by oral communication
