- Program or project management experience, such as establishing project schedules, tracking and meeting fiscal deadlines, tracking project progress, tracking budgets, generating reports, balancing short vs. long-term tasks, solid organizational skills, attention to detail, building trust among the project team, personal accountability for project progress, etc.
- Experience making independent decisions, such as implementation of program development concepts, commitment to continuous improvement, constructive conflict resolution, group facilitation, etc.
- Experience prioritizing and managing workload, such as understanding the urgency and importance of tasks, allocating time and resources accordingly, etc.
- Experience communicating with grant applicants/recipients at different levels of sophistication, quickly and effectively with an emphasis on customer service.
- Experience administering grant projects and/or grant programs, including budget management, fiscal analysis, compliance reviews, meeting reporting requirements, collaborating with technical staff, etc.
- Experience using PeopleSoft or similar financial enterprise system and project tracking systems/tools and databases.
- Experience interpreting complex rules and policies; specifically federal and state statutes and administrative code.
- Proven success in accomplishing goals and objectives as part of a team.
Introduction
The Wisconsin Department of Natural Resources (DNR) is currently recruiting to fill a Grant Project Manager and a Grant Program Manager in the Bureau of Community Financial Services within the External Services Division , to provide the full scope of professional grant functions associated with outdoor recreation including administration and implementation of program guidelines, policy review and update, project management, fund distribution and budget tracking, reporting, communication, and all levels of customer service. Positions will be filled at the Entry or Senior level depending on the qualifications of the selected candidate, which will be determined during interviews.
The Grant Project Manager position is headquartered in the DNR office in Milwaukee or Madison with responsibilities throughout the Southeast Region. The Grant Program Manager position can be located in any of the following DNR offices: Spooner, Madison, Fitchburg, Milwaukee or Green Bay; with responsibilities throughout the entire state.
Remote work may be available for up to 60% of the work week, after the initial onboarding period.

Position Summary
Grant Project Manager- Entry or Senior for Southeast Region
This project manager position provides the full scope of grant management functions for grant projects, predominantly throughout the Southeast Region (SER) but also in locations throughout the rest of the state as required. This project manager will be the primary point of contact for grant projects in the SER associated with the following grant programs: Stewardship-Local Units of Government (LUG), Land and Water Conservation Fund (LWCF), Recreational Trails Program (RTP), and Recreational Boating Facilities (RBF). This project manager may also handle Surface Water Grant projects, and other grant work assigned to the Community Financial Assistance Bureau. The position provides both general information about available grant programs and technical advice about application and funding procedures and policies to potential grant applicants. The position reviews grant applications and participates in project selection and funding decisions. The position collaborates with program staff statewide in the implementation of the grant programs and development of program policy.

Grant Program Manager- Senior: Rec Boating, Rec Trails, County Conservation Aides
This position provides the full scope of professional grant functions and is responsible for administration and implementation of three grant programs: the federal Recreational Trails Program, the state Recreational Boating Facilities Program and the County Conservation Aides Program. Duties include: grant program policy review, budget management, development/review/update of program guidelines, review of grant applications, review of documentation and correspondence submitted to satisfy grant requirements, preparation of Financial Assistance Agreements, project management, team leadership of regional grant project managers, quality improvement; and representation of Department of Natural Resources positions at legal proceedings, public hearings, conferences, and training events.

Salary Information
Starting pay for the Grant Project Manager Entry position is between $32.00 to $35.00 per hour ($66,560 to $$72,800 annually). Starting pay for the Grant Project Manager Senior position is $37.66 per hour ($78,333 annually). Starting pay for the Grant Program Manager Senior position is $38.81 ($80,725 annually), in addition to excellent benefits. This position is included in the classification Natural Resources Financial Specialist Entry and/or Senior within Pay Schedule/Range 87-03 and 87-04.

Remote Work: Based on an assessment of the goals and work activities, this position may be eligible for remote work. Employees with approved remote work arrangements are generally expected to work within the state of Wisconsin.
Driver License Requirement: The selected candidate must possess and maintain a valid driver's license throughout employment and meet the requirements of the State of Wisconsin Fleet Vehicle Policy. The candidate must be at least 18 years of age with 2 years driving experience. Candidates with three (3) or more moving violations and/or at-fault accidents in the past two (2) years, or who have an OWI/DUE violation within the past year are not eligible to drive state vehicles.

Work Hours: Normal work hours are Monday through Friday with the option of a compressed schedule after review and approval from your supervisor.
