      Team Lead for Grant Management

      ICF Disaster Management Division seeks a Grants Unit Lead – IMMEDIATE on-call to join our team immediately! This project-based position is open to candidates located in Puerto Rico. This position is Hybrid (home and office) located in Guaynabo, Puerto Rico.

      About On-Call Employment with ICF

      Given the seasonal or project-specific nature of our disaster & emergency management work, ICF often hires professionals as “On-Call” employees. On-Call employees are scheduled for work hours as they become available (while we usually schedule work hours a few weeks ahead of time, last-minute scheduling may also occur), and each on-call employee is free to accept or refuse the hours assigned to them in a given week. On-Call employees may work concurrent projects outside of their ICF assignment (as long as their outside work does not create a conflict of interest with the work they do for ICF).

      Role and Responsibilities:
      • Provide the Grants Management Team with Public Assistance Technical Guidance to ensure compliance with federal, state and local requirements throughout the Grant Review process.
      • Lead, manage, organize and set priorities within their team to meet established client priorities.
      • Provide technical guidance to team members regarding disaster management policy and procedures, payment processing, Federal and other procurement guidelines.
      • Provide oversight to ensure accuracy, quality, and on-time delivery of assigned tasks.
      • Monitor status of Request for Reimbursements (RFR) from assignment to the unit through completion.
      • Monitor unit workloads and track key metrics.
      • Coordinate and participate in resolution of grant related issues and concerns.
      • Assist unit with addressing issues presented during the review and processing of payment requests.
      • Optimize Grant Review policy and procedures.
      • Measure performance with key metrics.
      • Keep the management team informed on challenges, issues & resolutions.
      • May offer training, programmatic or technical assistance in housing, economic development, FEMA PA and/or community development as requested by supervisor.
      • Research and review relevant regulations and policies that support eligibility or denial.
      • Delivers comprehensive disaster recovery and grant monitoring services, covering FEMA, 404 and 406 Hazard Mitigation, CDBG-DR State Match and Alternate, Improved, and Section 428 Public Assistance Alternative Procedure projects.
      • Superior customer service skill set, ability to listen, facilitate and negotiate problems.

      MUST HAVE Requirements:
      • 2+ years’ experience in FEMA Public Assistance grant management.
      • 2+ years recent experience supervising a team.
      • 4+ years of professional experience.
      • 4+ years of experience with Microsoft Office, specifically Excel.
      • Bilingual and fluent written and verbal communication skills in both English and Spanish.
      • Willing and able to travel as needed for project requirements.

      Preferred Skills: (may set candidates apart)
      • Knowledge of MS Office, Data Information System & Time Management Skills.
      • Experience working with FEMA or State Government.
      • FEMA coursework.
      • Experience working with a State Government or FEMA is preferred.
      • Prior disaster or emergency management experience.
      • Bachelor's degree.

      Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

      The pay range for this position based on full-time employment is:

      $58,430.00 - $99,331.00
