      Job Description:

      The Equity & Inclusion Division — Race Ethnicity, Language Disability, & Sexual Orientation and Gender Identity (REALD & SOGI) Section is hiring a Health Equity Data and Policy Advisor (Operations Policy Analyst 4).

      This position plays an essential role in ensuring that policy and programmatic decisions systems-wide are informed by quality REALD & SOGI data; conducts health equity data analysis, shares analysis in various formants to inform policy decisions in the Equity and Inclusion Division, other OHA divisions, across ODHS, and in health systems and with community partners. The person in this position must objectively consider viewpoints and needs expressed by these groups and make good faith effort at communicating such to their counterparts. Must skillfully lead groups with diverse and/or opposing views through a negotiating process that results in mutually acceptable solutions. Rigorous adherence to the highest standards of confidentiality regarding patient information is required. This position works collaboratively in a team setting. Good team skills are necessary, including the willingness to collaborate, share information, and contribute to the team’s success. Contributes to a positive respectful and productive work environment.

      The primary purpose of the Health Equity Data and Policy Advisor (Operations Policy Analyst 4) will be to lead the development and implementation of a data-informed equity policy decision-making process within OHA and ODHS. This role centers on data analysis, and use of quality REALD & SOGI data to inform equity policy recommendations and decisions.

      The Policy Advisor will plan, prepare, and process REALD & SOGI data, link the data to other outcome data sources to perform health outcome-based analysis. This analysis will support initiatives related to health equity, including identifying policy and programmatic gaps impacting Oregon populations who have intersectional identities.

      The position will work with various datasets maintained by OHA and ODHS to produce relevant analysis, reporting, and other deliverables to support policy development, health equity priorities, and broader health system transformation goals. This includes leading the research and implementation of innovative methods for using REALD & SOGI data for analytic purposes.

      The Policy Advisor will develop proposals for supporting data systems to meet REALD & SOGI standards and requirements, as well as OHA parity goals and benchmarks. Guide the utilization of quality demographic data for analytics, and to inform strategies aimed at identifying and eliminating health inequities in access to and outcomes of care in Oregon.

      Will oversee work plans for integrating REALD & SOGI data collection into data systems and provide guidance to data and research analysts on the use of quality demographic data. This position requires a strong background in data analysis and policy development, systems thinking, project management, and an understanding of OHA, statewide, and federal data systems and standards.

      MINIMUM QUALIFICATIONS
      A bachelor's degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical, and planning work.

      OR;

      Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.

      WHAT WE ARE SEEKING:

      Prefer master’s degree in Public Policy, Public Health, Public Health Administration, or a related advanced degree in Statistics, Epidemiology, Data or Policy Analysis. We are looking for someone with knowledge and experience in analyzing different data sets to inform policy decisions, policy evaluation, and someone familiar with OHA or state-level data systems. The ideal candidate will have experience in collecting, analyzing, and disseminating quantitative data on race, ethnicity, language, disability, sexual orientation, and gender identity from various public health or health-related data systems and sources, including compliance with federal guidelines. Additionally, we prefer candidates with knowledge and experience using innovative research methods, conducting intersectional analysis, and demonstrable experience working with quantitative public health or healthcare-related datasets of varying sizes and complexities housed in diverse data platforms. Experience and knowledge of Medicaid programs, program evaluation and the development and implementation of health care quality metrics.

      The person in this position is expected to:

      • Prepare and present highly complex data and policy decisions, technical statistical information, materials, and issues to non-technical audiences.
      • Effectively express complex policy ideas orally and in writing; using appropriate, accessible language and visuals; and organizing ideas and marshaling facts in an objective manner.
      • Identify measures or indicators of system performance and the actions needed to improve or correct performance, relative to the goals of the system.
      • Determine how a system should work and how changes in conditions, operations and the environment will affect the outcomes.

      The person in this role should possess the following abilities and qualifications:

      • Background in policy development and policy analysis and experience developing policy briefs to inform policy decisions.
      • Background in statistics or biostatistics and experience applying both methods as part of their work.
      • Experience with data management and statistical software, such as, STATA, R, SPSS, SAS, Business Objects, Tableau, SQL and/or ArcGIS.
      • Experience with Data Visualization techniques.
      • Experience working with various committees, and representatives of health plans, and community partners.
      • Extensive knowledge of computer query, coding, reporting tools and database design.
      • Experience with survey development, implementation, tracking, data management and analysis.
      • Experience and in-depth knowledge of analyzing data related to health equity, health disparities, and social determinants of health.
      • Experience in promoting a culturally competent and diverse work environment.
      • Desirable to have knowledge of or proficiency with: Health Level Seven (HL7), International Classification of Diseases (ICD), and other standardized and proprietary codes, Windows Desktop and Server, file transfer protocol (FTP and sFTP), Virtual Private Network (VPN), Windows, Microsoft Office including, PowerPoint, Word, and Excel.

      Working Conditions:

      This position involves frequent contact with executives, management, and staff both internal and external to the organization. It requires working with a variety of people and situations, which requires the incumbent to exercise diplomacy. Confidentiality of information must be always maintained. Often travel to meetings is required with some travel to trainings. There can be frequent interruptions and demanding timeframes. The location of this position is in an office, cubicle and/or an agreed upon remote work environment with significant use of a computer and video conferencing.

      Requires frequent use of a computer for prolonged periods to produce written documents. Must be willing to learn new technologies, especially remote-based learning programs and other applications. This position regularly works with internal and external groups composed of racially, ethnically, linguistically, disability and gender-diverse individuals.

      This is a full-time, managerial, non-represented Operations Policy Analyst 4 position.

      This position is in Portland and may require travel to Salem and around the state and will be a hybrid mix of in office /remote work.
