      About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. Serve as the program coordinator for the Holistic Health and Fitness (H2F) program, including the H2F Human Performance Team.

      Duties


      • Program coordinator for the Holistic Health and Fitness (H2F) program must have a general understanding of kinesiology, dietetics and nutrition, physical therapy, occupational therapy, cognitive performance, and strength and conditioning.
      • Evaluate, analyze, research and implement H2F program guidance to validate current and future requirements. Conduct both short and long term planning for coordination and management to maintain program dynamics and evolving technologies.
      • Ensure execution of the program to involve the development and implementation of evidence-based practices and supporting policies that are required to enhance the overall health, fitness, and readiness posture of the force.
      • Implement controls, complete reviews, and submit management internal controls checklists to evaluate material strengths and weaknesses to ensure program execution reflects a commitment to Soldier readiness and performance improvement.
      • Analyze emerging mission requirements in order to identify new resources, facilities, budget, or programs which will enhance the command program. Manage resources, contracting, procurement, budget, facilities, and assigned equipment.
      • Research, adapt, and modify program to address requirements for which no methods exist. Create and modify program guidelines, processes, and methods.
      • Coordinate with Department of Defense, Department of the Army and Army Commands on development of research proposals and focus areas. Stay abreast of emerging research to adapt innovations to increase efficiency and effectiveness of the H2F program.
      • Develop and write H2F policies and oversees implementation at unit-level. Research and interpret all impacting and influencing guidance and draft standards and policies for assigned programs.
      • Present and participate in select conferences, symposia and other meetings to address policy and to maintain program dynamics and evolving technologies.
      • Conduct education via briefings, classes, seminars, and/or workshops on topics from the physical and nonphysical readiness domains of the H2F System with particular emphasis on human performance.
      • Conduct human performance consultations to include cardiovascular, strength, power, agility, flexibility, nutrition, and cognitive performance. Coordinate and instruct the organization?s H2F program courses.
      • Apply a working knowledge of the governing human performance training programs, policies, nomenclature, work methods, manuals, and other established guidelines as needed along with understanding the needs of the organization being serviced.
      • Define or recognize the dimension of problems involved in collecting the necessary data to monitor the program?s effectiveness and make recommendations for program modification.
      • Review and update leaders on H2F programs to ensure safety and effectiveness and conducts H2F program training. Provide recommendations and consultation on human performance as in support of overall organizational H2F readiness goals.
      • Serve as the supervisor of the H2F Human Performance Team, consisting of ten or more Department of Army (DA) civilians and military personnel. Guide and lead subordinate staff for the execution and development of specific program goals.

      Requirements


      • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
      • Must be able to obtain and maintain a Secret security clearance based on a T3 ENTNAC/NAC/NACI/Background Investigation.
      • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations. Selectee(s) for this position will be required to consent to seasonal influenza vaccinations.
      • Two year trial/probationary period may be required.
      • May be required to work overtime, nights, evenings, holidays and weekends based on organizational mission.
      • May be assigned a government cell phone and be required to be in an On-Call status after hours and on weekends.
      • Must be able to complete a pre-employment physical and annually thereafter.

      In order to be determined initially eligible for consideration for this position, you must meet the basic requirement described below. Successful completion of a a course of study to be awarded a bachelor or higher degree from an accredited college or university in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the US Department of Education at the time the degree was obtained.

      To qualify, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience is defined as experience that demonstrates a practical knowledge of health promotion and disease prevention program as demonstrated by (1) developing and optimizing community-based health programs aimed at the prevention of disease and promotion of health that could include experience performed or gained in support of outreach programs, community clinics, public education and awareness projects; (2) identifying and building relationships with health and wellness community partners; and, (3) developing, implementing, or evaluating health education and wellness programs. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-12).

      Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
