      This position will be responsible for assisting with implementation of housing related federal and state grants; including but not limited to Community Block Development Grant and Emergency Rental Assistance programs. The Housing Program Manager will manage and oversee the programs activities and supervise staff who will contact housing rehabilitation or home buyer assistance clients to schedule appointments, receive, review and process housing program applications. Works closely with purchasing and contractual services to ensure contractors are approved Clay County vendors and work with the building department to ensure that proper permits have been issued for the work to be performed. Partner with Code Enforcement to ensure active and open cases have been notified of the on-going program for enrollment.
      • Develops and reviews Housing Program policies, procedures, and guidelines to ensure program activities are operated effectively and efficiently and in compliance with all applicable local, state, and federal regulations; submits for review to the Director of Community & Social Services and Grants departments and implements upon approval.
      • Oversees the preparation of grantee performance reports, the grant applications, environmental review records, and semiannual reports regarding minority business participation in various community development and housing programs.
      • Manages the maintenance of files and records relation to program grants to ensure compliance with all applicable guidelines, regulations, laws, policies and procedures; ensures the appropriate record keeping, grant expenditures, and all related activities are in compliance with grant requirements.
      • Receives and investigates administrative and operational problems and complaints regarding program activities, operation and programs; responds to and resolves sensitive and controversial issues, inquiries and complaints.
      • Assigns, prioritizes, and monitors the work activities of assigned personnel.
      • Compiles information and prepares tentative annual program budget figures for operations and activities; monitors and approves program expenditures; reviews and monitors expenditures to ensure budgeted amounts are not exceeded; reports any discrepancies to appropriate personnel
      • Conducts research and surveys, collects information and drafts position papers and other communication to include letters for the County Manager’s signature and BCC communications reflecting the county’s response to federal reports, or contractor and citizen requests or complaints
      • Develops and writes bid specifications, Requests for Proposals (RFPs), and Requests for Qualifications (RFQs) for professional services, such as appraisal and escrow services, required for CDBG and other housing programs
      • Oversees the compilation of data and preparation of the County’s Consolidated Plan for review by the Director of Grants
      • Conducts surveys, studies, and other research to determine trends and identify needs; analyzes and compiles data; prepares various narrative and statistical reports with recommendations for review and implementation by the Department Director.
      • Provides technical assistance to Community Housing Development Organizations (CHDO) and Community Development Corporations (CDC).
      • Conducts research to identify potential sources of grant funding for various housing and economic development programs; compiles information and submits grant and loan applications to secure funding for housing and economic development programs.
      • Answers questions, provides information and presents information to the BCC, staff committees, and various organizations on CDBG, and homeless service providers.
      • Establishes and maintains hard copy and computer files and records the program activities and projects.
      • Reviews and approves home rehabilitation applications to determine program eligibility by considering factors such as contractors’ ability to remain within cost estimates, applicants; ability to make payments, and whether the applications comply with policies and procedures.
      • Answers questions and provides technical information to citizens, contractors, and other county employees for resolving problems pertaining to federally funded construction projects.
      • Operates a computer, utilizing database, spreadsheet, and word processing, software to prepare reports, correspondence and other documents.
      • Operates a county automobile in the performance of essential job functions.
      • Two years of experience in project/contract management.
      • Two years of experience or related experience implementing federal and state grants, specifically Community Development Block Grant (CDBG), HOME Investment Partnership Program (HOME) and State Housing Initiatives Partnership Program (SHIP) or any other governmental housing programs to include program administration, housing grants administration.
      • Two years of experience supervising professional-level employees.
      • A High School Diploma or GED equivalent is required.
      • Valid Florida driver’s license with clean driving record.
      • Any combination of education and experience may be substituted, so long as it provides the desired skills, knowledge and abilities to perform the essential functions of the job.
      • Must be available to work evenings, weekends, and holidays as required.
      Regular attendance is an essential function of this position.

      Must be able to remain in a stationary position 75% of the time.

      The person in this position needs to be able to frequently move about inside the office to access files, personnel, office machinery, etc.

      Constantly operates a computer and other office productivity machinery, such as a telephone, calculator, copy machine, and computer printer.

      Must be able to perceive, inspect, assess, and compare data and to synthesize data into comprehensive reports.

      Occasionally moves boxes and/or files weighing up to 10 pounds.

      The noise level in the work environment is usually moderate.
