Design , implement , and manage an employee engagement strategy that cultivates a positive, open , and innovative culture . Partner with all departments and levels to ensure positive experiences for employees at every step of their journey.
Leverage internal and external data by conducting strategic research to assess levels of employee engagement and effectiveness by collecting, analyzing, and/or interpreting data and providing recommendations for data-driven engagement actions and decisions .
Coordinate and manage employee-focused meetings and events that encourage feedback .
Responsible for the efficient operations of the County’s performance management system.
Develop, execute, and manage all employee engagement activities. Create after action reports to determine successes and opportunities for each HR Event .
Collaborate with others on the development and production of human resources communications materials and deployment of communications tactics and strategies .
Pe rform other related duties as assigned.
Remain current, interpret , and co mply with all Federal, State rules and regulations pertaining to Employment.
Ability to apply employee and labor relations expertise to successfully identify trends, gaps, and challenges; execute solution-focused strategies and programs to mitigate risks .
Develop action plans and recommend interventions to effectively address issues, where appropriate . Conduct focus groups, climate assessment, etc.
Ability to communicate effectively (verbal, written) both individually and within groups.
Ability to work in stressful and sensitive situations . Strong bias for action with a demonstrated track record of delivering solutions with tact and diplomacy .
Proficient with Microsoft Office and Workday . Experience creating and maintaining a case management database. Self-motivated to research and master emerging computer technologies.
Able to break complex projects into manageable tasks, identify and engage appropriate resources , and deliver accurate , on-time results. Critical thinker with strong problem-solving skills and a tendency to challenge the status quo.
Outstanding communic ation and interpersonal skills . Display s a balanced, objective approach and sound judgment when recommending a course of action or handling an investigation.
High tolerance for ambiguity, challenge, and change. Ability to show composure in difficult circumstances.
Self-starter, able to drive work forward within an agile environment. Ability to look at the bigger picture within HR and the Organization.

Job Title: HR Employee Engagement Manager Department: Human Resources Hiring Range: $69,518.67 - $85,450.06 Posted Internally and ExternallyBuncombe County Government's Human Resources Department is hiring for an Employee Engagement Manager. This position will lead several strategic projects including the continued roll-out of an organization-wide performance management program, support stay survey programs, manage internal communications including newsletters and key messaging, and work across all County departments on improving employee engagement and developing employee appreciation projects.
This position reports to our Organizational Development Division Manager and works alongside our Organizational Development Trainer Training Officer . Our HR Department is hybrid and staff work a minimum of 1 day in our Downtown Asheville office each week.
Purpose of the position:
The purpose of this position is to develop strategies to improve employee engagement and communication , and to manage programs designed to foster it, such as rewards and recognition programs, wellness programs, and any other programs or activities that result in healthy workplace culture.
Minimum Education, Training and/or Experience ( required at time of hire): Bachelor’s degree in human resources , Marketing, Communications, or related field AND three ( 3 ) years of experience in h uman r esources , communications, or performance management ; or an equivalent combination of education and experience.
Additional Training and Experience: Prior project manager experience preferred . SHRM-CP, PMP, HRPM, PHR , SPHR , GPHR certification s preferred.

All new employees are paid according to their years of relevant education and experience above minimum requirements for the position and employees have the opportunity to obtain pay increases via cost of living increases and promotions.
