- Process and approve PeopleSoft position activities for over 1700 positions to include special duty positions, term-limited, short-term positions.
- Review and ensure accuracy of Personnel Change Notices (PCNs) that relate to employee status changes such as hires, promotions, data changes, salary changes, and leaves of absence.
- Coordinate transfers, special duty assignments, and other unique HR processes for DPH with other agencies.
- Orient and train end users on how to interact with and administer processes within PeopleSoft most effectively.
- Coach, audit, and provide a step by step understanding of processes and procedures for PeopleSoft and use of PCNs.
- Respond to inquiries by phone and in writing. Evaluate concerns and take action to resolve problems and improve service.
- Apply general knowledge, skills, and judgment to solve moderate to difficult technical problems related to PeopleSoft, Laserfiche ECM, and service delivery needs.
- Advise and consult with managers, supervisors, and HR staff in areas concerning CBA applications, classification and compensation, federal and state employment laws, King County policies, implementing union contracts, and equitable practices through email, daily correspondence, and quality review of HR activities in PeopleSoft.
- Create simple to complex queries in PeopleSoft as the primary data source for human capital resources for reporting, performance indicators, and other purposes.
- Create and edit letters, reports, charts, and other documents using various systems such as PeopleSoft, Adobe Pro, and Office 365.
- Review and file employee personnel records into the Laserfiche Electronic Content Management (ECM) system.
- Work with payroll, the HR Project Manager, HR Liaisons, the HR Leadership Team, and recruiters to determine the current methods of administering HR processes in PeopleSoft.
- Document standard work and processes to maintain consistency and ensure efficiency in system operations.
- Create, implement, and update processes, procedures, and workflows related to PeopleSoft and Laserfiche ECM.
- Experience with Peoplesoft HR (Human Capital Management) modules or similar HRIS systems/tools, including Position Management.
- Experience with electronic records management tools and principles.
- Demonstrated skill in effective time-management, planning, prioritizing, and coordinating multiple projects with critical timelines.
- Demonstrated ability to build effective relationships and foster engagement with a variety of audiences.
- Demonstrated commitment to and understanding of best practices in delivering quality customer service, including effective interpersonal skills and the ability to promote collaboration.
- Ability to successfully anticipate, identify and interpret potential employment problems and issues and create strategies to divert and/or resolve problems.
- Ability to problem solve issues that arise with the administration of HR processes and their relation to the requirements of the PeopleSoft or similar HRIS systems/tools and Laserfiche systems or similar electronic records management tools.
- Strong understanding of HR practices and guidelines, collective bargaining agreements, and various state and federal employment laws.
- Ability to develop training materials and provide hands on assistance to end users on the PeopleSoft or similar HRIS systems/tools and Laserfiche systems or similar electronic records management tools.
- Ability to create PeopleSoft or HRIS queries and instructions to support end users, union data requests, and public disclosure requests.
- Skill at high volume data entry with a high degree of accuracy.
- Knowledgeable of records management best practices and guidelines.
- Demonstrated skill preparing and analyzing data to support the development of metrics for reporting and the establishment of performance indicator to support tracking and process improvement work.
- Experience with Laserfiche ECM or other electronic employee record program.
- Familiarity with King County policies and procedures in HR.
- Experience interpreting bargaining agreements and contractual language in HR processes.

The Department of Public Health (DPH) seeks an agile and detail oriented HRIS Analyst to help enhance the use of our Human Resource Information Systems (HRIS) to increase effective and efficient delivery of human resource services. The HRIS Analyst will work closely with payroll, the HR Project Manager, HR Liaisons, the HR Leadership Team, and the talented team of recruiters to implement best practices for managing position and personnel data changes throughout all stages of the employee lifecycle. They will process, approve, and review position and employee changes for over 1700 positions at DPH which includes hires, promotions, and any changes to position or personnel data such as salary and leave status. They will also help with the management of electronic employee records. This position reports to the department HR Manager. Work Schedule
Typical work schedule is Monday through Friday, 8:00 am to 5:00 pm. This position is exempt from the provisions of the Fair Labor Standards Act and is therefore not overtime eligible. Our employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek.
Work Location
This position is located at the Chinook Building, 401 5th Ave, Seattle, WA 98104.
Teleworking:
Some of the work associated with this position will be performed through teleworking, and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. To support employees during this time King County has a robust collection of tools and resources to support working remotely.
