- Monitor the project safety management process with regards to effective implementation of loss prevention activities and contractor adherence to contractual safety requirements.
- Investigate any incidents involving injury, property loss or near-misses. Communicate with Jacobs and JV leadership and program staff regarding these matters, assist in identifying root causes and lessons learned, and oversee the implementation of corrective action plans as appropriate.
- Coordinate with program staff to ensure that adequate safety resources and PPE are available and used properly to support project safety.
- Assist program staff in monitoring such measures as employee badging, access control, and school perimeter security.
- Monitor contractors’ safety measures including their documentation related to workforce on site and records of contractor safety training and incidents reports.
- Track safety performance metrics on a monthly basis and document site activities, incident information, and safety metrics to support JV monthly reports as needed.
- Attend the Contractors’ preconstruction kick-off meetings to discuss overall safety requirements of the Contractor as it relates to JV’s safety program.
- Be available to program staff on an on-call basis to provide technical assistance and consultation related to observed contractor safety issues.
- Walk the active construction projects on a regular basis with the respective program and contractor staff to observe safety measures, conditions & practices and make recommendations as appropriate to improve safety.
- Ensure that an overall written JV Program Safety Plan is developed and maintained and includes any site-specific measures for each project.
- Look for opportunities to enhance safety training in hazard recognition, PPE, etc. Arrange for formal safety training for program staff as needed.
- Actively support and coach the program and contractor staffs in the use of Safety Observation Reports (SOR) and Safe Plans of Action (SPA) and periodically audit their effectiveness.
- Professional HSE certification
- Minimum 5 years of demonstrated professional experience in a similar leadership role in managing Construction Health and Safety
- Demonstrated experience as change agent, influencing construction/HSE behaviors for the better
- Demonstrated and successful experience in making objective and positive improvements in safety
- Strong interpersonal and communications skills to engage with multiple stakeholders including owner, contractors, A/E’s, JV staff, etc.
- Bachelor’s degree in safety, industrial hygiene, engineering or related field

As the HSE Manager, you will be responsible for coordination and implementation of the JV Health Safety and Environmental (HSE) Program. In this role, you also will provide administrative liaison and coordination with Jacobs HSE and Risk Management on matters pertaining to the HSE Program.
