      ORGANIZATION DESCRIPTION

      Founded in 1965, the Chinese-American Planning Council, Inc. (CPC) aims to promote the social and economic empowerment of Chinese American, immigrant, and low-income communities. Today, CPC is the nation's largest Asian American social services agency and offers more than 50 programs at over 35 sites throughout New York City, including early childhood education, school-age care, youth services, workforce development, community services, and senior services.       PROGRAM SUMMARY

      Early Childhood Learning & Wellness Services (ECLW) is housed at CPC Manhattan Community Services and is a partner of the New York City Child Care Resource and Referral Consortium (CCR&R), which is composed of four culturally diverse childcare resource and referral agencies in New York City. ECLW operates six comprehensive projects:

      1. CCR&R, Infant Toddler and Mental Health Services
      2. Family Child Care Networks
      3. Korean Child Care Project
      4. IT Child Mental Health Services
      5. Community Recovery & Safety Services
      6. Promise NYC

      ECLW aims to serve the childcare needs of families through education, assistance on subsidy applications, information, and referrals, as well as increase the supply and quality of childcare services through coaching, assessment-based & intensive technical assistance, mental health & health care consultancy, and professional development.

      JOB SUMMARY

      Reporting to the Infant Toddler Services Supervisor & Director of ECLW, this opportunity is for a master-level mental health worker with knowledge of infant and early childhood development to provide mental health consultation to home-based and center-based infant-toddler programs in the City of New York, learning and implementing the Infant-Toddler Climate of Healthy Interactions for Learning & Development (I-T CHILD) and other assessment tools like DECA, ITCER, and or ACS measures. Each IECMHC will serve an average of 12 cases annually and for each case will: develop goals in conjunction with the Early Care provider; provide coaching and mentoring services tailored to an individual provider or program’s identified needs; and offer strategies to support social-emotional development and reduce challenging behaviors.

      Consultation services may include:

      Outlining expectations with all parties, including meetings with the teacher (center) or provider (home-based), plan development, implementation, observations, check-ins, and site visits.

      ESSENTIAL RESPONSIBILITIES

      • Offer on-site consultation services that reflect and respect the philosophy of early childhood mental health consultation practices, the assigned program, and are culturally responsive to the children and caregivers.
      • Administer and score assessment tools (post-test), collect pre- and post-test data, and submit to MITCH or other data systems.
      • Assess strengths and challenges within the infant-toddler environment and teacher/provider practices and refers to necessary resources.
      • Support infant-toddler staff in creating a pro-social-emotional learning environment that is safe and responsive.
      • Support infant and toddler staff with classroom management strategies to promote the social-emotional development of infants and toddlers in their care.
      • Develop and conduct training and workshops for providers, caregivers, and community members.
      • Collect and analyze required data, maintain records and certifications, and support compliance with child care and HIPAA, as well as best practices in mental health consultation and trauma-responsive practices.
      • Complete all required documentation in a timely and accurate manner.
      • Participate in continuing education, which may include: ITMH best/evidence-based practices, Adverse Childhood Experiences, Cultural Diversity & Humility, Early Childhood Mental Health Assessment, and Strategies.
      • Participate in evaluation and sharing, external committees, task forces, and visibility events
      • Maintains certification for all assessment tools and confidentiality of all HIPAA-protected health information
      • Other duties as assigned by the infant Toddler Services Supervisor and Director of ECLW


      QUALIFICATIONS

      Education and Experience:

      • A master’s degree in psychology, social work, or mental health counseling is required
      • NYS Licensed Mental Health Provider or Licensed Social Worker is preferred, but not required
      • Two years of experience working with children and/or families in early childhood settings required.

      Skills and Competencies:

      • Demonstrated knowledge of Early Childhood Development, Mental Health, and Early Care and Education (ECE)
      • Has working knowledge of infant and early childhood typical and atypical development, early childhood mental health, adverse childhood experiences, and family systems
      • Possesses excellent skills in observation, screening, and data collection
      • Observes and upholds ethical standards
      • Ability to engage with diverse providers of infant-toddler care and families, build relationships, and collaborate
      • Consultation plan development and strategy implementation
      • Empathic listener demonstrating cultural humility
      • Computer proficiency, including use of distance learning platforms
      • Bilingual (Spanish, Chinese, and/or other languages) preferred

      Additional Requirements:

      • Flexibility and comfort working in natural environments such as homes or other non- traditional clinical settings
      • Willing to conduct site visits in the five boroughs of New York City
      • Pass health and background checks required by the governing authority
      • Able to work during weekends/evenings occasionally

      COMPENSATION & BENEFITS OVERVIEW

      • $65,000 - $75,000 annual salary; 35 hours per week with occasional evenings and weekends
