Overview
We are seeking a highly skilled Information Technology Program Manager - Analytics to oversee the performance and daily operation of our analytics projects under the Chief Data and Analytics Officer (CDAO), Defense Health Agency (DHA). The ideal candidate will have extensive experience in healthcare analytics, project management, and information systems within large federal health systems. This position requires excellent organizational, analytical, and communication skills to ensure successful project execution and delivery for strategic accounts.

Responsibilities
- Lead the analytics work of the contract, ensuring alignment with project scope, timeline, and resources.
- Determine project scope, timeframe, available resources, and overall objectives.
- Manage timelines, resources, and budgets, ensuring projects stay on track and within scope.
- Oversee onboarding and training of analytics staff.
- Communicate technical information effectively to both technical and non-technical audiences.
- Facilitate scrum meetings, maintain requirements backlog, and ensure availability of high-level project backlog requirements to technical resources.
- Maintain and update all project trackers and control systems.
- Perform risk assessments, develop contingency plans, and implement mitigation strategies to resolve technical issues and optimize systems.
- Supervise operational rollout and support of processes, procedures, and updates to existing products.
- Develop data mapping, designs, and extraction methods to simplify data refresh and presentation.
- Support and maintain Business Intelligence (BI) capabilities on DHA servers, portals, and dashboards.
- Guide SAS On-Line Analytical Processing (OLAP) cube creation.
- Gather requirements and translate business needs into specifications for BI reports and dashboards.
- Convert legacy reports to modern BI platforms such as Tableau, PowerBI, SAS, or Qlik.
- Provide technical assistance for ad hoc report generation.
- Conduct a detailed assessment of current functions/processes, organizational structure, governance, performance management practices, and tools/technologies.
- Establish a 12-month project management plan with quarterly milestones, including a detailed data and analytic maturity assessment.
- Summarize assessment findings and collaborate with government data management teams to propose courses of action, industry-based models, and frameworks.
- Identify relevant policies and procedures and recommend updates or refinements.
- Develop and monitor Key Performance Indicators (KPIs) to evaluate program performance.
Qualifications
- Bachelor’s degree with a focus in Healthcare/Computer Science or 8 years of Healthcare/Computer Science experience in a leadership position.
- Project Management Professional (PMP) certification.
- Five (5)+ years of experience with Information Systems and experience in Project Plan Development.
- Familiarity with advanced statistical concepts and modeling, and/or quantitative analysis courses.
- Strong technical skills in data science languages like Python, SAS, R, and proficiency with data visualization tools such as Tableau, Power BI, SAS and Qlik.
- Demonstrated ability to synthesize disparate data from multiple sources into an analytic product.
- Proven ability to effectively and clearly communicate analytical discoveries and appropriate recommendations/mitigation strategies.
- Advanced proficiency in Microsoft Office products.
- Ability to handle multiple tasks with simultaneous deadlines.
**Preferred Requirements:**
- Experience in healthcare IT within a defense or federal setting.
- In-depth knowledge of Defense Health Agency (DHA) programs and initiatives.
- Understanding of military health system (MHS) beneficiary population and related analytics.
- 5-8 years DHA experience in various leadership positions.
- Experience integrating data sources and developing actionable insights to support healthcare quality and efficiency.
- Proficiency in working with SQL and other database management systems.
- Familiarity with Data Management Framework (DMF) and Health Information Exchange (HIE) regulations.
- Lean Six Sigma training certification.
- Experience developing and using Key Performance Indicators (KPIs) within a healthcare setting.
Target salary range: $109,242 - $189,108
