      Provides general day-to-day park maintenance and grounds keeping functions to assigned parks or parks projects, ensuring a safe, smooth, clean, hospitable, secure and efficient operation. Duties include the installation, maintenance, repair and/or operation of irrigation systems, repairing sprinkler systems, maintaining sports fields, applying herbicides, mowing, landscaping and minor carpentry, masonry, plumbing and electrical repairs. May oversee and lead the work of subordinate parks staff. Performs custodial and litter maintenance duties, as required. Provides visitors and other customers with accurate information regarding parks.

      DISTINGUISHING CHARACTERISTICS:
      This is one of three in a series of park maintenance-related job classifications within the Maintenance job family. This classification is distinguished from other park maintenance positions as incumbents of this position perform duties specific to installation, maintenance, repair and/or operation of irrigation systems. This classification may require a flexible work schedule in order to meet the needs of the department.
      • May function as a lead worker in the performance of irrigation maintenance and grounds keeping duties. Provides technical advice and assistance for assigned staff.
      • Reads diagrams, profiles and blueprints to locate irrigation systems, valves, timers, and wiring. Maintains detailed blueprints, diagrams, records, and reports associated with County irrigation systems. Performs field measurements and observations. Provides technical expertise to design professionals, gardeners, volunteers, vendors, and County staff.
      • Installs, troubleshoots, inspects, audits, recommends and performs irrigation systems and components repairs. Repairs or replaces irrigation system parts. Performs cross-connection checks in accordance with County standards. Installs piping and water delivery components; mechanical, hydraulic and electrical irrigation controls; and other irrigation system components. Obtains local permits for new installs and repairs.
      • Adjusts sprinkler and irrigation system to water plants and grass. Determines irrigation uniformity and efficiency. Develops and oversees irrigation watering schedules with consideration to rainfall, solar radiation, wind speed, temperature and other factors. Plans and implements water conservation programs. Manages overall irrigation water use within Travis County parks.
      • Collects site data, and records data on appropriate forms and logs.
      • Monitors water quality and ensures compliance with all laws, regulations and ordinances.
      • Assists in maintaining and repairing parks facilities, including basic carpentry, painting, plumbing, electrical and welding. Inspects areas and equipment to ensure operational and rectifies or refers problems to supervisor. Maintains and cleans lights, water/sewer systems, signs, restrooms, shelters, maintenance buildings, common areas, trails, recycling, dumpster areas, offices and concession stands. Maintains and repairs sports fields and facilities, including mowing, striping/painting, field lighting, herbicide applications, goal placement, dragging ball fields, placement of bases, watering and net replacement.
      • Assists in landscaping, planting trees, trimming, mowing, and removing weeds in all park areas.
      • Orders and issues supplies and parts.
      • Operates all equipment and utilizes all tools required for installation and maintenance of irrigation systems, or used in building and grounds maintenance and landscaping functions.
      • Cleans and maintains all equipment and vehicles. Inspects equipment, including hand tools, chainsaws, personnel carriers, heavy and light equipment and trucks to ensure operational and clean and rectifies or refers problems to supervisor.
      • Sprays insecticides or chemicals.
      • Performs other job-related duties as assigned.
      Education and Experience:
      High School diploma or G. E. D. AND three (3) years of experience in installing and maintaining irrigation systems;

      Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job.

      Licenses, Registrations, Certifications, or Special Requirements:
      Valid Texas Driver's License.
      Preferred:
      Irrigation Technician's License issued by the Texas Commission of Environmental Quality (TCEQ).
      Texas Pesticide and Herbicide Applicator's License.
      Knowledge, Skills, and Abilities:
      Knowledge of:
      • Irrigation systems installation, operation and repair.
      • Limitations of different piping systems and understanding of basic hydraulics.
      • Irrigation controllers.
      • Designing and developing specifications.
      • Construction equipment and power tools used in irrigation installation and repair or used in building and grounds maintenance and landscaping functions.
      • Policies, practices, procedures, and methods of assigned function.
      • Water conservation initiatives and methods.
      • Cleaning equipment, products, techniques and standards.
      • Applicable safety practices, regulations and procedures.
      • Federal, State, Local and County applicable laws, rules, regulations, and guidelines.
      Skill In:
      • Repairing and maintaining irrigation systems.
      • Measuring using tapes, transits, levels, and similar equipment.
      • Operating metal detectors to locate metal or other objects in the ground.
      • Digging trenches, ditches or holes using equipment or hand tools.
      • Planning, organizing and meeting timelines.
      • Reading and working from drawings, blueprints, plans, and specifications.
      • Operating equipment and tools used in installing and repairing irrigation systems and operating grounds maintenance and landscaping equipment. Operating equipment such as a trencher, bobcat and backhoe, including equipment set up.
      • Preparing simple reports.
      • Monitoring water quality.
      • Obtaining permits.
      • Using fertilizers, insecticides and herbicides to properly maintain and enhance grounds.
      • Basic carpentry, painting, plastering, masonry, plumbing, electrical and welding.
      • Both verbal and written communication, including conveying and following instructions and providing information to the public.
      Ability to:
      • Layout, install and maintain irrigation systems by considering water flow rates and time sequencing of existing systems.
      • Repair and replace pumps, main feeder and lateral lines, PVC pipes, irrigation heads, radio controlled valves and controls, electronically controlled water sensors.
      • Replace low voltage wiring.
      • Develop watering schedule for irrigation systems; control grounds irrigation water utilization to ensure water conservation.
      • Oversee irrigation system.
      • Read and work from drawings, blueprints, plans and specifications.
      • Order parts and maintain parts inventory.
      • Understand and follow instructions and communicate effectively, as required.
      • Work independently and efficiently.
      • Manage time well and meet timelines.
      • Safely and correctly performing irrigation systems installation and repair techniques.
      • Safely and correctly apply building and equipment maintenance and repair techniques, and operate tools and equipment.
      • Establish and maintain good working relationships with other County employees and the public.
      Physical requirements include the ability to lift/carry up to 50 pounds, visual acuity, speech and hearing, hand and eye coordination and manual dexterity. Subject to standing, sitting, walking, climbing stairs, bending, stooping, crouching, kneeling, pushing, pulling, reaching, grasping, twisting, balancing, repetitive motion, driving, client/customer contact, and squatting to perform the essential functions. Subject to extreme temperatures, outside elements, noise, vibration, contact with dust, fumes and hazardous chemicals, foul odors, animal and human fecal matter, insects and rodents.
