      This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Department of Defense to recruit and appoint qualified candidates to positions in the competitive service.

      About the Position: This Army Corps Enterprise Information Technology (G-6) employee serves as one of the US Army Corps of Engineers (USACE) Federal Information Security Management Act (FISMA) Team members in the Cyber Security Program Management Office (CSPMO).

      Duties


      • Support the development, management, maintenance, implementation, and execution of the Agency’s formal FISMA program for all USACE systems and networks.
      • Provide advice and suggest guidance for the HQ Directorates, Designated Approving Authority (DAA)/Authorizing Official (AO), G-6 Director, Deputy Director, HQUSACE staff elements and Major Subordinate Commands.
      • Analyzes the need for change, based on new program and/or IT technologies or threats.
      • Review and evaluate proposed new systems, networks, and software for potential certification requirements.
      • Track expiration dates, setting up and hosting meetings with systems owners to validate FISMA requirements.
      • Request scanning and disseminating results to responsible parties to remediate and developing memorandums for record documenting FISMA compliance.

      Requirements


      • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
      • DoD 8570.01-M requires Information Assurance training and certification commensurate with the position’s duties; the IAPM is IAM level III.
      • This position is an on-call, 24X7 as mission requires.
      • Incumbent may be required to work overtime.
      • Incumbent must obtain and maintain a Secret clearance.

      In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.       Specialized experience: One year of specialized experience which includes: 1) Evaluating Information Assurance (IA) program requirements to systems; AND 2) Researching Information Assurance system security policies and regulations; AND 3) Developing IT automation security programs. All experience areas shall additionally demonstrate each of the following competencies: 1) Attention to Detail, 2) Customer Service, 3) Oral Communication, and 4) Problem Solving. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

      Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
