      JOB TITLE: PRINCIPAL COST ENGINEER - DECOMMISSIONING

      KEY RESPONSIBILITIES:

      • Responsible for delivery/management of global decommissioning bid estimates
      • Responsible for working with the project/bid team(s) to develop the project WBS/CBS
      • Responsible for support/governance of local cost control resource to ensure cost management and reporting is in line with Petrofac Standard
      • Responsible for project cost management set up on transition from award to execution
      • Perform all tasks and prepare all information in accordance with the company’s policies, processes and procedures.
      • Provide guidance and supervision as applicable within the team with regards to preparation of project cost reports and Petrofac internal financial reporting requirements. Support the Commercial Coordinators and Administrators with information for Client management, invoicing and internal reporting
      • Oversee / govern and/or prepare regular cost reports, review with PE and PM’s internally and on approval submit to client, including provision of support to all allocated contracts to ensure delivery of all cost reporting requirements.
      • Liaise with local cost engineering support, procurement and planning departments with respect to project commitments and cost phasing.
      • Oversee / prepare of regular monthly accrual valuations for each live decommissioning contract and ensuring these are presented to clients in a timely and correct manner.
      • Oversee / Prepare of contract and scope VOWD in support of the commercial function, client invoicing and Petrofac financial reporting.
      • Ensure all time writing codes are in place and accurate for all approved scopes globally.
      • Oversee / prepare and take appropriate action to drive performance particularly with offshore productivity through detailed NPT analysis ensuring benchmarking date is utilised in forecasts and estimating.
      • Support / provide cost support to Project Managers and Commercial Coordinators as may be applicable in the preparation of annual budgets and re-forecasts.
      • Interface with other support functions to ensure contractual compliance and risk is managed in an acceptable manner.
      • In conjunction with the project engineers, contract managers, estimating team and engineering planning team, establish job-specific code of accounts, in accordance with the project WBS, forming the basis for detailed and aligned cost control and reporting structure including ensuring that cost phasing reflects the plan.
      • Direct the preparation and maintenance of project cost control status and review/verify cost control forecasts.
      • To manage all commercial aspects of project change control. Ensure proper evaluation of change notices, align with contractual requirements, determining cost impact on all affected areas and approval.
      • Maintain status as system superuser for cost control system MPower.
      • Provide guidance to project managers and engineers on contractual compliance in relation to invoicing and overall contract financial controls.
      • Promote cost reduction and propose ways to reduce the overall project or contract cost
      • To prepare cash flows and currency distribution forecasts.
      • To assist with the development of new cost control tools and methodologies.
      • Support all aspect of financial KPI management, including appropriate forecasting.
      • Ensure that all project and contract cost reporting/accruals reflect contractual change such as rate reviews
      • Ensure integrity of MPower cost management tool for modifications, projects and contracts reporting.
      • Ensure support and leadership is provided to manager the commercial close out (including PO and third party commitments) at the end of each project and contract. Work with the Projects and E&C planning team to ensure system alignment between MPower and Primavera 6 and the integrity of data between the two systems from estimation to close out.
      • Compliance checking of all relevant project and contract estimates and invoices where applicable for accuracy and contractual compliance.
      • Ownership of output and pride in work to ensure accuracy and costs are controlled to the highest level within the portfolio.

      ESSENTIAL QUALIFICATIONS AND SKILLS:

      • Degree qualified (preferably in Construction/Quantity Surveying/Finance/Business).
      • Computer literate in Microsoft Office software.
      • Ideally have a detailed knowledge and experience of MPower.
      • Understanding of project planning software particularly Primavera 6.
      • Excellent communication and presentation skills.
      • Self-starter with the ability to work under own initiative and meet tight deadlines.
      • Proven client interaction.
      • Analytical approach to work.
      • Persistence and drive to demand the highest standards of work.
      • Commercial and Cost Control experience.
      • Experience within the Oil and Gas industry.
      • Leadership/Supervisory experience and team working skills.
      • Excellent communication skills, both verbal and written.
      • Ability to work to tight timescales and prioritise work efficiently.
