      • U.S. Citizenship Required
      • Telework may be authorized.
      • If authorized, PCS will be paid IAW JTR and AF Regulations. If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement. More information on PCS requirements, may be found at: https://afciviliancareers.com/regulatory/
      • Employee must be able to obtain and maintain a Top Secret security clearance with Special Access Program (SAP)
      • Locations are not negotiable. The actual duty locations available may be located on the Air Force Civilian Service website.
      • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.

      • Employee will be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
      • This position falls under Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Engineering and Technical Management ?Practitioner? certification and is a Critical Acquisition Position.
      • In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
      • Subject to Temporary Duty Assignment (TDY): Approximately 10 days per year.
      • Acquisition Professional Development Program (APDP) certification and meet APDP continuing education requirements.
      • Employee may be required to work overtime.

      To qualify as an engineer, employee must meet the education and specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards, Group Coverage Qualification Standard for Professional and Scientific Positions: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/files/all-professional-engineering-positions-0800.pdf
      This is a Critical Engineering Position (CEP). Incumbents must meet the minimum core criteria at the Chief Engineer level (UMD 805) per AFMC Instruction 62-202, AFMC Core Criteria for Critical Engineering Positions, 27 October 2016. CEP requirements must be met prior to appointment.

      KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

      1. Professional knowledge of advanced engineering concepts, theories, principles, practices, and working knowledge of other engineering disciplines; of a broad range of engineering standards, precedents, methods, and techniques to ensure work in compliance with regulations and standards; and of the operations, products, services, needs, and goals of the program and assigned organizations and related customers, functions, resources, and users.

      2. Knowledge of a broad range of engineering standards, methods, practices, techniques, materials and equipment and extensive knowledge of engineering and management techniques associated with cost, schedule, and performance; and of environmental principals, practices, procedures, laws and regulations, safety and security regulations, practices, and procedures and process improvement initiatives.

      3. Knowledge of standard contracting regulations, practices, and procedures, and in interpreting, applying and adapting broad policy statements, regulations, and other guidelines in developing procedures where no precedence exists; and of planning, programming, and budgeting cycles, financial systems, restrictions on the expenditures of funds, cost comparison procedures and applicable directives.

      4. Ability to delegate authority and lead professional general, material, mechanical, electrical, and industrial engineers having in depth knowledge of engineering concepts, principles, practices, and extensive familiarity with other engineering disciplines as well as industrial development and facility engineering maintenance; and ability to conduct studies, investigations, problem analysis, and then summarizing the results and developing logical and well documented results.

      5. Ability to research, analyze, interpret and apply rules, regulations and procedures in a variety of situations, draw conclusions and recommend timely and economic solutions; and to plan, conduct, and record site/facilities surveys, inspections, and coordinate with other engineering disciplines. Ability to analyze, plan, and adjust work operations to meet program requirements and objectives within available resources; and to plan and organize work and coordinate with other engineering disciplines and architects, process improvement personnel, program managers, and senior level managers.
