      THE WORK AT THE FOUNDATION

      We are currently in an exciting period at the Mastercard Foundation as we intensify the implementation of the Young Africa Works strategy, aiming to empower 30 million young people throughout Africa to access dignified and fulfilling employment.

      To ensure the Foundation's accessibility to our partners and program participants, we have established offices in Rwanda, Kenya, Ghana, Senegal, Ethiopia, Nigeria, and Uganda. These offices provide strong in-country support for the implementation of Young Africa Works. We collaborate with governments, the private sector, educators, and other funders to enhance the quality of education and vocational training, equip young individuals with the necessary skills for the workforce, expand access to financial services for entrepreneurs and small businesses, and facilitate connections between job seekers and meaningful employment opportunities.

      UNDERSTANDING & MEASURING IMPACT

      The Foundation has developed a comprehensive strategy for understanding and measuring Impact through a more holistic approach. In this context, Impact spans from the effects that our investments trigger directly in creating work opportunities, upwards to the significant changes and outcomes derived from the influence that the Mastercard Foundation Programs have on the institutional and system level changes in policies, practices and larger investments that open-up for expanded impact, at scale, on youth employment.

      Working with young women and men in Africa represents a unique opportunity to develop, implement, and learn from programming and influencing activities in ways that value African and Indigenous ways of being and knowing. Impact measurement and the associated narratives will be guided by youth-focused lenses and located within the nexus of nationally owned strategies and global best practices and thought leadership. The methodologies, tools and insights throughout this journey will be determined and co-created in partnership with youth and other Indigenous vectors of knowledge in communities and countries where we work.

      THE OPPORTUNITY

      Reporting to the Impact Head, East Africa, the Lead, Impact Country Programs, will oversee the Impact Workstream, providing technical guidance, operationalizing the Impact Strategy, and managing impact processes such as baseline studies, monitoring, reporting, and evaluations. You will liaise between the Program Team and Research & Learning Services, ensuring research is integrated and supporting the Program team in utilizing evaluative and research studies and other outputs.

      WAYS YOU CAN CONTRIBUTE

      • Contribute to developing guidance and standards for monitoring and evaluating progress towards impact.
      • Support and facilitate design toward impact, including strategy reviews, updates, and KPI development for shared outcomes.
      • Inform strategy and design development (e.g., Country Roadmaps, Thematic Strategies, Pipeline Prioritization).
      • Contribute to outcome and impact monitoring reports.
      • Review program proposals to ensure robust theories of change, coherence, evidence-informed pathways, and alignment with the Foundation’s Shared Measures Framework.
      • Support the PPM Focal and Program team in ensuring Partners understand the Foundation’s Impact and Shared Measures Framework.
      • Conduct baselines, impact monitoring, and strategic reviews/evaluations.
      • Guide the design and delivery of partner-led evaluations and engage Research & Learning on embedded studies.
      • Support the use of impact studies for decision-making and adaptive management.
      • Contribute to policy and thought leadership processes.
      • Support the design and delivery of Impact Innovation and labs, Youth Impact Associates, Impact Grants, and Partnership Programs.
      • Participate in Impact, Research & Learning coordination meetings and events.
      • Provide oversight to the Impact Partnership Organization's in-country work.
      • Foster productive relationships with Program Teams, Program Operations, and other units involved in Impact-related initiatives.

      WHO YOU ARE

      • Master’s or bachelor’s degree in international development, measurement & evaluation, or related areas of interest to the Foundation.
      • Membership in relevant national networks and authorities.
      • Minimum of ten (10) years relevant experience, with at least three (3) years in a supervisory role.
      • Experience working with the private and non-profit sectors, particularly with national and regional institutions, and state and non-state actors in Evaluation, Reviews, and Impact.
      • Experience in public policy, especially with national institutions responsible for planning, formulation, and implementation.
      • Expertise in research, evaluation, and learning, including qualitative research methods, tool design, validation, and data analysis.
      • Experience with research protocols, review processes, and managing large datasets in collaboration with government and academic institutions.
      • Experience leading the development and implementation of M&E policies, including capacity-building for state and non-state actors in the evaluation sector.
      • Familiarity with tech-enabled tools for data collection, analysis, reporting, and communication.
      • Commitment to participatory approaches, gender inclusion, and youth engagement.
      • Expertise in stakeholder engagement and policy influencing, including work with community-based organizations, governance councils, government, and the private sector.
      • Familiarity with national and regional institutions responsible for collecting and analyzing data on outcomes and impacts.
      • Strong skills in developing measurable outcomes, impacts, and the methods to assess them within national institutions.
      • Familiarity with systems thinking, developing theories of change, and applying practice tools in Indigenous communities.
      • Demonstrate a commitment to Mastercard Foundation’s values and vision.
