      ASSESSMENT FACTORS

      1. Presents a positive, professional image of the office to all clients, colleagues, and leadership in spoken and written complex communications
      2. Applies decision making techniques in complex situations to include anticipating and recognizing best practices and choosing options to maximize benefits to the office, directorate, or Agency
      3. Is flexible and responds in a timely fashion to changing requirements, priorities, and short deadlines
      4. Demonstrates excellent oral and written communication skills to compose and deliver responses to complex questions in a clear, concise, and organized manner
      5. Demonstrates experience working independently in one TE role (e.g., Instructional Designer, Learning Specialist,
      Instructor, and Learning Development Specialist).

      HIGHLY DESIRED SKILLS


      1. Recent experience using multiple modalities to design and deliver adult education and training.
      2. Certificate or Credential in Professional Coaching.
      3. Experience developing learning resources/course materials, conducting assessments, and/or official organizational
      communications.

      Individual Occupational Requirements

      BASIC REQUIREMENTS

      All Applicants must meet the following minimum qualification requirements in order to be considered for this position:

      A. Successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.

      OR

      B. Combination of education and experience----courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course study described in A above.

      ADDITIONAL EXPERIENCE REQUIREMENTS

      In addition to meeting the basic entry qualification requirements, applicants must have experience that demonstrates possession of the broad range and depth of knowledge, skills, and abilities required for the occupation or specialty at or equivalent to the next lower grade.
