      The Maryland Department of Transportation State Highway Administration’s (MDOT SHA) Office of Policy and Research (OPR) is currently recruiting for a Legislative Services Specialist (Administrative Officer II) in Baltimore City. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment.       Nature of Work:

      There are two main functions of this position: to assist the State Legislative Analyst and assist the Federal Legislative Analyst. The duties are described below:


      State Legislation:
      In this role, the position’s primary focus is working in close collaboration with the State Legislative Analyst on assisting with coordinating legislative positions and responses to state legislation with SHA's Senior Management Team (SMT); preparing background material, reviewing position papers; assisting in communication and coordination on SHA responses to bills brought up for discussion on weekly MDOT TSO legislative calls; and providing time sensitive responses to inquiries from the public, state elected officials, MDOT TSO, and various government officials.

      Federal Legislation:

      This role assists the Federal Legislative Analyst with technical and analytical policy analysis to provide recommendations to the Director of Policy and Research and Policy and Legislative Services Division Chief, on federal-aid financial funding issues. It is also responsible for assisting with management of the internal coordination of American Association of State Highway and Transportation Officials (AASHTO) activities, and researching transportation policies, laws, bills and congressional reports. This position assists with preparation of briefing materials, white papers, charts and graphs, drafts letters and presentations, and performs other duties as needed.

      MINIMUM QUALIFICATIONS:
      Education: Possession of a bachelor's degree from an accredited college or university.

      Experience: Two (2) years of experience in administrative or professional work.

      Selective Qualification: One (1) year of the required experience must have involved working with public policy development and/or t he legislative processes.

      *A Selective Qualification is more focused in scope than the minimum qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability).

      Preferred Qualifications:

      The ideal candidate should possess the following:

      • Excellent oral/written communication skills
      • Excellent interpersonal skills
      • Excellent time management skills
      • Proficient in Microsoft Office


      Notes:

      1. Additional experience as defined above may be substituted for the required education on a year-for-year basis.

      2. Additional graduate-level education at an accredited college or university may be substituted at the rate of 30 semester credit hours for the required experience on a year-for-year basis.

      3. Candidates may substitute U.S. Armed Forces military service experience involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations, or analysis of operational programs or procedures with recommendations for improvement on a year-for- year basis for the required education and experience.
