      Reporting to the RAC or Right of Way Senior Maintenance Technician, the Maintenance Assistant assists the Parks Maintenance Department in grounds maintenance in right of ways, parks, trails, and undeveloped properties owned by the City. Performs semi-skilled, routine, and basic labor, repair, general upkeep, and grounds care work using small tools and non CDL equipment. Many work assignments are routine and can be performed independently and with limited supervision. Maintenance Assistants are utilized at the RAC and on the Rapid Response Team. Specific duties vary depending on the work of the team.

      This posting could be used to fill two (2) open Maintenance Assistant positions within the Parks Division. The positions are as follows:
      • Maintenance Assistant - Regional Athletic Complex (RAC) scheduled Sunday - Thursday
      • Maintenance Assistant - Rapid Response Team (RRT) (Limited Term Employment; funded through 2027) scheduled Monday - Friday

      The duties include but are not limited to the following:

      GENERAL RESPONSIBILITIES:
      • Operates and repairs/maintains hand/power tools and equipment.
      • Uses work orders, time card system, and written records to accurately document work and activities.
      • Serves as City contact for maintenance problems that arise and attends to issues and calls if additional staff is needed.
      • May be assigned to lead the work of part-time or seasonal employees.
      • Takes initiative to correct routine problems and makes suggestions for improving work methods.
      • Contributes to the planning and organization of the work.
      • May be called upon to assist crews from any Public Works Operations section when needed, but are not expected to be proficient in all of the duties performed by these sections.
      • Maintains a safe and sanitary work environment; prepares for and aware of surroundings, and wears appropriate personal protective equipment as necessary.
      • Good communication skills with the public and coworkers. Takes the time to ensure messages are easily understood. Closes all contacts courteously and appropriately.

      RAC Maintenance Assistant:
      • Performs athletic field maintenance including: mowing, fertilizing, top dressing, over seeding, lining fields, moving fences, goals, bases and mounds, re-sodding goal mouths, synthetic field grooming and repairs and crumb rubber filling.
      • Weeds and edges flower beds.
      • Assists with and/or makes minor repairs to irrigation systems.
      • Plants and/or prunes trees, shrubs, and flowers.
      • Maintains restrooms and other park equipment such as play equipment and seating areas. Assists with facility repair
      • Operates large mowers and tractors with implements.
      • Routinely cleans restrooms, empties garbage cans, and picks up litter.
      • Pressure washes to clean park amenities or remove graffiti.

      Rapid Response Team Maintenance Assistant - Limited Term Employment, funded through 2027
      • Performs basic general cleaning, trash collection, upkeep/maintenance, repair, pressure washing, and painting around the City to include:
      • Working directly with the Lacey Police Department performing removal of trash and unauthorized debris from inhabited or abandoned homeless encampments.
      • Removal of human waste, biohazardous materials, and hypodermic needles.
      • Graffiti removal using appropriate chemicals, tools, and materials.
      • Garbage pickup on City trails, right of ways, parks, and City properties as directed.
      • Regular shopping cart pickup on all City properties and right of ways. Disposes of carts or sanitizes and return to appropriate merchant.
      • When not working on homeless related issues, performs a variety of right-of-way and streetscape maintenance duties to include: mowing, edging, line trimming, tree planting and pruning, ornamental shrub pruning, annual flower maintenance, integrated pest management, leaf and litter removal, blowing debris, weeding, graffiti removal, vandalism repair, and other tasks related to grounds maintenance.

      A high school diploma or G.E.D. and experience operating equipment to include large mowers and tractors with implements.

      Any combination of experience, education, and training that would provide the level of knowledge and ability required.

      PREFERRED QUALIFICATIONS:

      • A WSDA Pesticide Public Operator Certification and license.

      SPECIAL REQUIREMENTS OR LICENSE(S):

      • Must pass a background investigation and a pre-employment physical, including drug testing, to determine the ability to perform the essential functions of the position.
      • Must maintain a level of physical and mental fitness necessary to perform the essential functions of the position.
      • Must have a valid Washington state driver license and a driving record acceptable to the City and the City's insurance carrier.
      • Verification of identity and United States work authorization must be complete as required by the Immigration Reform and Control Act.
      • Obtain flagging certification and first aid/CPR certification within first 12 months of hire.
      • Specialized certification/training for new personnel relating to the legal requirements for divisional operations will be required.

      Knowledge of:

      • Basic repair techniques, maintenance, cleaning, building, and/or landscaping techniques.
      • Work hazards and demonstrated safety consciousness and intent to comply with pertinent safety regulations, standards, and guidelines.

      Skill in:

      • Record-keeping.
      • Warmly greeting the public and co-workers, and clearly conveying a sincere willingness to be of service and/or open to resolving the situation at hand.
      • Clearly explains self and provides appropriate answers when necessary.

      Ability to:

      • Operate and maintain small manual/power equipment tools necessary for the position.
      • Demonstrate mechanical aptitude.
      • Communicate effectively and follow verbal and written instructions.
      • Adhere to work rules and guidelines.
      • Identify problems, make appropriate and quick decisions under emergency conditions, and exercise initiative and judgement in making needed repairs/clean-up and/or requesting assistance.
      • Read, write, and perform the necessary arithmetic calculations required of the position.
      • Work a flexible schedule to meet the needs of the division.
      • Work within teams and be diplomatic.
      • Close all contacts courteously and appropriately.
      • Demonstrate punctual, regular, and reliable attendance.
      • Works overtime as assigned.

      PHYSICAL ABILITIES:
      • Hearing, speaking, or otherwise communicating to exchange information in person or on the phone.
      • Perform strenuous physical labor associated with the essential duties of the position.
      • Work in the field in all weather conditions and over rough terrain.
      • Lifting, pushing, pulling, and carrying objects up to fifty (50) lbs. Some assistance is available to mitigate the heaviest lifting.
      • Bending, kneeling/crouching, reaching, climbing and crawling.
      • Operating heavy equipment, as well as electric, gas, and various hand tools.
      • Grasp and hold and effectively use assigned personal protective equipment and tools for the position.

      WORK ENVIRONMENT
      • Working conditions will vary depending upon assignment.
      • Maintenance staff may be assigned to hazardous work areas such as the street surfaces, rights-of-way, medians, parking lots, and around heavy equipment and power tools.
      • Potential exposure to upset, distressed, and volatile members of the public.
      • Typical assignments are out-of-doors occasionally requiring work in inclement weather at dirty, wet, noisy, or cramped work sites.
      • May occasionally be exposed to emergency or disaster worksites.
      • Regularly exposed to unsanitary conditions and hazards like chemicals, hypodermic needles, feces, urine, and garbage.
      • Work in the field performing strenuous labor maintenance tasks in all weather conditions and over rough terrain.
