      As part of the continuing effort to improve the functionality of the Society's case management system, the Application Development team is currently looking for an Application Development Manager to assist with current software development, staff management, support of the Society-wide LawManager application and a search for a new case management system. The Application Development Manager will interact with business users from all practice areas within Legal Aid, in order to provide the best software solutions to the Society.

      ESSENTIAL DUTIES/RESPONSIBILITIES

      • Manage the complete development lifecycle of organizational case management system – LawManager, including gathering requirements, database management, software development, testing, implementation, user support
      • Supervise staff activities related to the design, development, and implementation of organizational software applications as assigned by the Director of Application Development
      • Oversee the development and implementation of change control processes for the application development team
      • Author and maintain technical documentation for software development processes, standards and procedures
      • Manage application development projects to meet business requirements and goals, coordinate with stakeholders, and fulfill end-user requirements
      • Identify and resolve potential problems, roadblocks and conflicts
      • Support collaboration between analysts, designers, consultants and system owners in the testing of new software components and applications
      • Manage and set performance standards for team members in accordance with their individual development plans
      • Lead by example by being involved in developing programming code yourself while setting the coding standards, techniques and technical documentation
      • Assist in developing a product plan and roadmap for a new web based Legal Aid Society case management system
      • Manage the preparation and monitoring of budgets when required
      • Provide ad-hoc reporting in support of management decisions and planning
      • Communicate project progress and status to executive leadership and business stakeholders
      • Oversee and/or collaborate on special IT projects as assigned

      Requirements

      • Advanced degree in computer science, software engineering, a related field or equivalent years of experience
      • Ability to quickly learn and fully grasp the business practice and rules that apply to Legal Aid computer systems
      • Ability to understand and follow established business and legal procedures within legal practice areas to expedite IT project review processes and help staff serve their clients
      • Understanding of principles of project estimation, planning and project management, including expert-level use of project tools like Microsoft Project or Asana
      • Solid knowledge of programming languages, including MS SQL, C#.Net, ASP.Net
      • Highly proficient in MS SQL Server, including Management Studio and SQL Server Reporting Services
      • Familiarity with Power BI is desired
      • Mobile app development and mobile responsive design knowledge and experience
      • Experience with modern software development methodologies (Agile, Scrum, etc.)
      • Experience with Azure Cloud development and management
      • Experience visualizing SQL (or other source) data using Tableau, Power BI or other data visualization tools
      • 10+ years of progressive IT experience with core expertise in dealing with business users, collecting user requirements and transferring them into software solutions, and effective project, vendor and personnel management
      • Ability to communicate clearly and effectively with IT staff, business users and outside agencies
      • Ability to manage multiple critical projects on time and budget


      SALARY TRANSPARENCY

      The posting reflects the range of potential salaries for the role. The specific salary offers will be dependent on candidate qualifications, including collectively bargained salary steps for unionized roles.

      Salary Range/ Salary: $135,000-$145,000
