      Background : CCAR is an annual exercise (with semi-annual/quarterly refresh components) mandated by the Federal Reserve to ensure that institutions have robust, forward-looking capital planning processes that account for their unique risks and sufficient capital to continue operations throughout times of economic and financial stress. As part of CCAR, the Federal Reserve evaluates institutions' capital adequacy, internal capital adequacy assessment processes, and their plans to make capital distributions, such as dividend payments or stock repurchases.

      Documentation

      • Understand the Capital Management policies, principles, and objectives of the Companies as a foundation for capital planning documentation requirements
      • Maintain ownership of the complete Capital Plan for the Companies, and ensure continued adherence to modern documentation and technical writing standards
      • For all capital planning documentation refresh activities, identify the authors, reviewers, and other key stakeholders and maintain clear, open communication regarding all internal and external expectations/requirements
      • Obtain agreement on the timeline for the development, update, and compilation of the Capital Plan, supporting documentation, and reference materials
      • Coordinate compilation of the Capital Plan outline and timeline of documentation milestones for the annual Capital Plan and periodic refresh activities
      • Ensure continued maintenance of the Wdesk cloud-based documentation environment, including linkages with supporting worksheets
      • Align capital planning documentation with continually evolving regulatory requirements and peer practices
      • Attend all key governance forums to identify and document management’s effective challenge items during the capital planning process; ensure challenge items are appropriately remediated with resolution activities documented accordingly
      • Participate in the development of ongoing documentation enhancements, including externally identified and self-assessed items

      Support

      • Engage frequently with Capital Plan authors, reviewers, and other key stakeholders through effective and timely communication
      • Establish and maintain strong relationships with key content providers throughout the bank, including Risk, Finance, Economics, Modeling, Audit, and Corporate Treasury, et al to facilitate updates to and overall compilation of the Capital Plan and supporting documentation
      • Manage accessibility, roles, and responsibilities for Capital Plan content contributors and reviewers
      • Assist with development and editing of Capital Plan presentations for senior management and the Board
      • Coordinate third party vendor management activities for cloud-based Capital Plan documentation program
      • Serve as alternate Secretary for key senior management committees supporting capital management
      • Assist with SharePoint document repository management and other SharePoint content directly owned by the Capital, Liquidity, and Funding team

      Reporting and Results

      • Prepare reporting for the bank’s governance committees on the outline and documentation timeline for the Capital Plan and periodic refresh activities
      • Monitor progress towards Capital Plan completion, including administration of the attestation/certification process
      • Escalate issues through the bank’s governance structure as necessary

      CROSS-FUNCTIONAL RELATIONSHIPS

      This job requires the following interdepartmental exercises on a consistent basis:

      • Coordinating – interact with various stakeholders from other functional groups across the bank, including executives and senior level resources, to coordinate overall compilation of the Capital Plan, supporting documentation, and reference materials
      • Advising – work with many groups across the firm on providing current regulatory information and CCAR execution requirements regarding key deliverables and reporting processes and how they will be affected
      • Monitoring – regularly meet with and gather information from various groups across the bank to inform documentation activities

      Mandate : Responsible for managing the development, documentation, and review of the bank’s Capital Plan, which is created on at least an annual basis as required by the Federal Reserve's Comprehensive Capital Analysis and Review (CCAR) instructions and the Capital Plan Rule. Lead the development, documentation, and review of semi-annual/quarterly capital planning updates, and implement identified enhancement opportunities where applicable. Inventory and manage all CCAR supporting documentation and reference materials according to regulatory requirements for BFC, BHB, and other affiliated legal entities (Companies) as well as industry best practices.

      In support of this mandate, the Manager, Capital Plan Documentation will support the management and execution of the Bank’s capital management framework and related capital management strategies, initiatives and operational programs to ensure compliance and optimize the efficiency of capital resources. Provides advice to internal and external stakeholders for capital planning, monitoring, reporting, and execution of capital transactions. Monitors the external market to understand best practices and recommend adoption within BMO. Acts as a key contact with stakeholders and industry groups regarding capital management reporting, policies and practices within their area of responsibility.

      • Assists in the development of strategic plans.
      • Identifies emerging issues and trends to inform decision-making.
      • Supports the execution of strategic initiatives in collaboration with internal and external stakeholders.
      • Helps determine business priorities and best sequence for execution of business/group strategy.
      • Conducts independent analysis and assessment to resolve strategic issues.
      • Leads or participates in change management activities including readiness assessments, planning, stakeholder management, execution, evaluation and sustainment of initiatives.
      • Applies specialized knowledge and provides advice on the interpretation of regulatory capital rules.
      • Influences and negotiates to achieve business objectives.
      • Recommends and implements capital management solutions based on analysis of issues and implications for the business. Includes available Capital and capital usage (i.e. LE, RWA, RC) versus limits.
      • Supports the development of Corporate Standards, operating principles and guidelines to support the Capital Management Framework.
      • Conducts analysis to evaluate capital impacts of bank initiatives/actions/business transactions e.g. acquisitions.
      • Plans Capital requirements and develops capital targets and capital allocation methodology recommendations.
      • Monitors Capital usage (i.e., Capital Demand), Capital Supply (including Available Capital and deductions) and Capital adequacy.
      • Supports the execution of the Enterprise capital adequacy assessment in partnership with Risk Management.
      • Monitors competitive and regulatory developments, assesses impacts of changes and advises on implications the enterprise/business/group.
      • May network with industry contacts, rating agencies and regulators on capital and funding issues to influence as well as gather competitive insights and practices.
      • Builds effective relationships with internal/external stakeholders.
      • Acts as liaison between stakeholders in order to align agendas and ensure a clear understanding of the business context.
      • Breaks down strategic problems, and analyses data and information to provide capital management insights and recommendations.
      • Monitors and tracks capital performance / drivers of capital performance, and addresses any issues.
      • Gathers and formats data into regular and ad-hoc reports, and dashboards.
      • Focus is primarily on business/group within BMO; may have broader, enterprise-wide focus.
      • Provides specialized consulting, analytical and technical support.
      • Exercises judgment to identify, diagnose, and solve problems within given rules.
      • Works independently and regularly handles non-routine situations.
      • Broader work or accountabilities may be assigned as needed.

        Qualifications:

      • Typically between 5 - 7 years of relevant experience and/or certification in related field of study or an equivalent combination of education and experience.
      • Knowledge of economic, social and political forces and marketplace trends.
      • One or more of the following preferred: MBA Finance, CA, CFA, CGA, CMA.
      • Experience in Finance, Capital Markets, or Treasury.
      • Knowledge of financial analysis and financial modeling.
      • In-depth knowledge of regulatory capital management concepts; capital markets business.
      • In-depth understanding of accounting, balance sheet, and risk management concepts and practices.
      • Deep knowledge and technical proficiency gained through extensive education and business experience.

      Compensation and Benefits:

      $79,800.00 - $114,000.00

      The base salary represents BMO Financial Group’s hiring range for this position. Actual salaries will vary and will be based on various factors, such as location, skills, experience, and qualification for the role. Salaries for part-time roles will be pro-rated based on number of hours regularly worked.
