      What We Offer

      NOTE: This is a time limited position with an expected end date of 12/31/2025 and the potential to be extended.

      The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $70,765 - $116,762. We also offer generous benefits for full-time employees which include but are not limited to:

      • A guaranteed life-long monthly pension, once vested after 5 years of service

      • 140 hours of PTO earned within first year + 11 paid holidays, 1 personal holiday and 1 volunteer day per year

      Location

      The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. This position will be located in Denver Human Services with an office in the Castro building, but will require frequent travel to the City and County Building, and occasional travel to newcomer shelters, the Department Operations Center, and the Reception Center. Employees must work within the state of Colorado on their off-site days.

      Denver Human Services is seeking a Program Manager who knows what it takes to motivate, innovate, and streamline the city’s newcomer efforts. This position reports directly to the Newcomer Program Director. This Program Manager role is responsible for a variety of comprehensive and technical duties including strategic planning, cross-functional collaboration, data analysis, and reporting. This Program Manager will be responsible for overseeing and coordinating day-to-day program functions. They will work collaboratively with various community stakeholders, city agencies, shelter staff, as well as the city’s emergency operations.

      The successful candidate will be someone who can generate innovative solutions to challenges, anticipate changes, and create efficient processes to support the overall initiative. This position may include supervising and supporting two (2) program coordinators. This position provides program leadership, direction, and long range and short-term planning. They will also manage program design, policy development, and performance criteria for program operations.

      Additionally, as the Program Manager, you will:

      • Provide program service development by utilizing professional knowledge and experience to make decisions
      • Navigate, understand, and maintain the program ordinance and program rules
      • Monitor for challenges and barriers that may need revisions or updates
      • Develop and recommend solutions for complex problems that involve highly sensitive issues
      • Advance the primary mission and goals of the program, and interacts with internal and external interest groups to explain program position, mediate differences, and seek modifications

      • Experience managing, designing, and implementing a variety of programs
      • Extensive experience interpreting and analyzing complex data in a highly regulated environment
      • Demonstrates a desire for continuous learning and willingness to challenge the status quo in our systems and forge new paths

      Required Minimum Qualifications

      • Education requirement: Bachelor’s Degree in Public Administration, Management, Sociology, Psychology, Political Science, or a related field
      • Experience Requirement: Three (3) years of full performance professional level experience developing, implementing, and administering programs
      • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education for all classifications. Additional appropriate education may be substituted for the minimum experience requirements

      Preferred Qualifications

      Our ideal candidate has some or all the following qualifications:

      • This position may require work related driving to various shelters. The selected candidate may need to possess a valid driver's license and have their own transportation for commuting to any job related function
      • Experience working with immigrant or refugee communities, especial those within Colorado
      • Subject-matter expertise on immigration and/or housing policy issues, or emergency management
      • Spanish verbal fluency
      • Strong understanding of issues related to immigration or asylum, homelessness or housing instability, and/or food insecurity through lived or professional experience
      • Prior experience working within state or local government or for an elected official
      • Budgetary or financial management experience
