      The Division of State Operated Healthcare Facilities (DSOHF) is responsible for the administrative management and coordination of services among the state operated psychiatric hospitals, developmental centers, alcohol and drug abuse treatment centers, child facilities, and neuro-medical treatment centers. DSOHF is organized into functional Sections, organized by facility type, and each led by an Assistant Division Director. This position serves as a professional staff member of the Residential Treatment Center Team (RTC) within DSOHF, which includes the three Developmental Centers and three Neuro-Medical Treatment Centers.

      The primary purpose of this position is to be a contributing member for the Residential Treatment Center (RTC) Team by providing support to the Neuro-Medical Treatment Centers. Key responsibilities include assistance with the following: communication and interpretation of policy, training, assistance, serving as a liaison to assigned facilities, management of key Division initiatives and to their interface with the community, and representation of the Neuro-Medical Treatment Centers to internal and external customers, agencies, and stakeholders.

      A successful applicant will have interpersonal skills necessary for managing responsibilities within a team environment. Having a clear understanding of the behavioral health service system, familiarity with evidence-based, best and promising practices for services, and the ability to communicate effectively with a wide variety of stakeholders is essential. This position will often represent DSOHF and at times act as an advocate for the identified populations. At times, this position also performs as a compliance officer and regulator to ensure adherence to Department policies and procedures and may serve as a facilitator, trainer, or provide support to LME/MCOs and providers in working through challenges in meeting the needs of individuals with complex medical and/or behavioral support requirements.

      • Considerable knowledge or understanding of behavioral health systems and experience working with or on behalf of the identified populations
      • Skill and experience in analyzing data and developing reports, developing and delivering presentations, and/or facilitating training or leading a discussion with a variety of audiences;
      • Considerable technical and clinical knowledge of best practices, national trends, and policy initiatives that may impact the service delivery system

      Management Preferences:

      • Ability to communicate effectively, orally and in writing, with a variety of stakeholders and with those of differing viewpoints;
      • Ability to develop training materials and facilitate training of facility staff
      • Ability to maintain a broad perspective, demonstrate creativity, identify opportunities for programmatic improvement, and exercise decision-making skills;
      • Ability to manage multiple initiatives, set priorities, and ensure benchmarks are met adjusting project timelines as needed;
      • Knowledge and understanding of Olmstead principles and integration efforts in NC and/or nationally
      • Strong desire to advocate on behalf of identified populations to advance and inform systemic change

      Master's degree in a discipline relative to the program from an appropriately accredited institution and four years of related experience; or Bachelor s degree in a discipline relative to the program area from an appropriately accredited institution and six years of related experience; or an equivalent combination of education and experience.
