  Performs manager duties planning, coordinating, scheduling, and inspecting work activities in various sections within the Public Works and Public Utilities Department located in South, North, West, and East Hillsborough County.

  Ideal Candidate

  Hillsborough County Solid Waste Management is looking for an Operations Superintendent to oversee the daily functions of the County Solid Waste System, including the Northwest Solid Waste Transfer Station, Community Collection Center, and Yard and Wood Waste Processing Facility. The ideal candidate should be able to assign duties, manage employee production, facility conditions, and a fleet of transport vehicles to ensure the reliability of the solid waste systems. Additionally, they should have a strong understanding of FDEP (Florida Department of Environmental Protection) policies and procedures, as well as the ability to communicate effectively during emergency conditions, using facts to support decisions and recommendations.

  Duties and Responsibilities

  • Plans, coordinates, schedules, and assigns a variety of work involving activities related to maintenance of roads, bridges, easements, drainage systems, mosquito and aquatics, solid waste, wetland mitigation sites, pump stations and county owned right of ways.
  • Oversees quality control of inspections of work performed by construction and maintenance units.
  • Supervises staff by scheduling, assigning and reviewing work; providing training and counseling; and evaluating performance.
  • Plans, Coordinates and schedules the use of equipment to ensure operational objectives are satisfied.
  • Responds to requests and inquiries from commissioners, citizens, and county personnel to schedule work or provide status of projects.
  • Recommends training of unit personnel to ensure employees are highly trained in all assigned areas of maintenance and safety requirements.
  • Responds to emergency situations such as hurricanes, flooding, and other crises to provide public safety.
  • Monitors contracts for compliance and resolves issues.
  • Provides input on annual budget process and operational expenditures.
  • Performs other related duties as required.

  Job Specifications

  • Knowledge of Civil Engineering practices, methods and procedures to employ the use of tools and equipment used in maintenance.
  • Knowledge of federal, state and local construction and maintenance practices, procedures, ordinances, statutes and regulations.
  • Knowledge of vehicles, equipment and tools used.
  • Knowledge of the mission, goals and objectives of the unit assigned.
  • Knowledge of laws governing the operation of motor vehicles.
  • Knowledge of management and supervisory practices and techniques.
  • Knowledge of the Manual of Uniform Traffic Control Devices.
  • Ability to communicate effectively and persuasively, both verbally and in writing.
  • Ability to work effectively with others.
  • Ability to obtain and maintain specialized licensing and certifications (e.g. Commercial Driver’s License, Florida Public Applicator’s License, maintenance of traffic certification, flagging certification, etc.)
  • Skill in the use of various office equipment.
  • Skill in the use of various heavy equipment and complex machinery.

  Physical Requirements

  • Bend, climb, stoop, kneel or crouch at ground levels and to stand for long periods of time.
  • Work outside in a subtropical climate under adverse weather conditions and high noise levels.
  • List and carry a minimum of five (5) pounds and greater with an average of forty-five (45) pounds with occasional lifting to approximately ninety (90) pounds over uneven, rough terrain.

  Work Category

  Heavy work - Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds or force frequently, and/or up to 20 pounds of force constantly to move objects.

  Minimum Qualifications Required

  • Graduation from high school or possession of a GED Certificate; AND
  • 5 years of experience supervising employees performing construction or maintenance duties in one of the following areas: roads, rights-of-way, bridges or storm water drainage systems, aquatics, and solid waste; OR
  • An equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies noted above; AND
  • A Work Zone Maintenance of Traffic Intermediate Level Certificate; a First Aid certification; and a Cardiopulmonary Resuscitation (CPR) certification may be required and if required must be obtained prior to completion of the probationary period; AND
  • Storm water, Erosion, and Sedimentation Control Inspector Training and other levels of storm water certification may be required; AND
  • Possession of a valid Class B or higher Commercial Driver’s License (CDL) may be required.

  Emergency Management Responsibilities

  In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department, the County’s Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.
