Job summary
Bexley Health Neighbourhood Care (BHNC) is a GP Federation supporting the 21 Bexley Practices / 4 PCNs who are working collaboratively to enhance the health and wellbeing of Bexley residents, covering over 246,000 patients.
The Business Manager is a lead role supporting BHNC CEO and PCN Clinical Directors to ensure the smooth running of PCNs. They will deliver on a wide range of business, data submission and improvement initiatives across the primary care network providing strategic transformation support and leadership.
Main duties of the job
The Business Manager will be instrumental in progressing the PCN development. This role will work with member practices to break down challenges to implement PCN DESobjectivesacross our population.
The Business Manager will develop strong relationships and engage with a wide range of stakeholders across the locality to ensure collaborative approaches to service development and delivery. In doing so they will improve integration with the broader community services as our networksmatures. The Business Manager will alsobe responsible formanaging agreed projects.
The key duties and areasof responsibility detailed in the JDmay vary depending on the needs and priorities of PCNs.This is not an exhaustive list ofdutiesand you will be expected todevelop the roleas necessary as the PCNs develop.

The following are the core responsibilities of the post holder:
- To manage the development of PCNs as a vehicle for the delivery of the Primary Care Networks objectives.
- Be the first point of contact for CDs / Practice partners and Practice Managers across the 4 PCNs with regard to delivery of PCN projects/schemes.
- Be responsible for facilitating/coordinating/managing the delivery of PCN projects.
- To develop and establish strong collaborative relationships with partners and stakeholders including the PCNs in the borough, LMC, member practices, BHNC, Bexley council & member practices and represent necessary events and meetings.
- To develop and support the implementation of PCN business plan for the successful delivery of the PCN DES obligations, and wider PCN (s) objectives. Monitor going forward to ensure practices are delivering the DES and manage other contractual requirements of the network such as IIF, Capacity and Access and other locally agreed PCN projects.
- Provide support to the Clinical Directors to produce appropriate documentation for the PCN(s) including agendas and minutes of meetings, proposals and papers as required.
- To support the PCNs in bid-writing and business case development as new opportunities emerge.
- Develop innovative schemes, using best practice, to meet PCN(s) objectives, exercise initiative and problem solving within the remit of the project. Oversee the roll out and delivery of new services and supporting the network in delivering high quality, patient-centred services.
- Be responsible to escalate issues at PCN governing bodies following BHNC hierarchy structure for HR, Finance, Governance and Operational.
- Make day to day judgements at a management level to ensure business and service continuity, while ensuring the environment for staff is optimised.
- Deal with enquiries and complaints in an effective and efficient manner in line with agreed policy and procedures.
Recruitment and HR Responsibilities
- Support HR manager with the dissemination and implementation of HR policies with recruitment, retention and development of PCN workforce.
- Co-ordinate training and development of PCNs clinical/administrative staff.
- Taking responsibility for own development, learning and performance and demonstrating skill and activities to others who are undertaking similar work.
Financial Responsibilities
- To ensure all PCN DES KPIs are delivered to maximise the financial opportunities.
Information Management Responsibilities
- Monitor the achievements of contractual targets and take responsibility for implementing remedial actions to address shortfalls, reporting proactively any issues to the PCN governing body meetings.
- To oversee the provision of data analysis using EMIS / Ardens / ICB Dashboards / CESEL data and monitoring as required including collating data from member practices to assess and develop the effectiveness of the PCNs.
- Effective use of business intelligence systems and data sets to support the development of Bexley PCNs.
- Ensure that policies and procedures pertaining to Information Management are reviewed and kept up to date.
- Set up a process to ensure the 4 PCNs compliance with the GDPR and FOI along with other relevant legislation and professional information management standards such as GMC/BMA and LMC guidance
