      Currently the position is 100% remote, but that could change if the Governor decides to call Commonwealth employees back into the office on a full-time or hybrid basis. The current telework policy is subject to change at the Governor's discretion. When a new BA consultant resource is on-boarded, it is required that this person would meet the individual when they come in for their first day to obtain equipment. There may be additional in person requirements but those would be communicated in advance (team building opportunities, conferences, trainings, etc.).

      ***For first day processing, possible badging and to pick up commonwealth-issued equipment candidate must physically report to the 5th floor of The Keystone Building, located at 400 North Street, Harrisburg, PA 17120. There is metered, on-street/parallel parking in front of and around the building. PennDOT is not responsible for parking costs.***

      ***Interviews will be virtual via Microsoft Teams.***

      The Senior Business Analyst (BA) will work with stakeholders and development team members as directed by the Bureau of Business and Service Management (BBSM) and the Project Manager (PM) from PennDOT's Project Management Office (PMO) to provide analysis and related project support.
      Senior BA will (but not limited to):
      • Provide a comprehensive, independent evaluation of existing efforts.
      • Support requirements elicitation, prioritization, validation, and documentation.
      • Coordinates open user stories/work items.
      • Develop test scripts and support testing.
      • Assist with implementation support and outcome documentation.
      • Provide guidance and serve as a liaison between the development team and project stakeholders to resolve issues.
      • Triage production issues and work with the development team and end users to successfully resolve the issue.
      • Attend sessions with stakeholders to identify the business and system requirements, create and submit the deliverables listed below, and coordinate deliverable approval.

      The Senior BA will perform various testing and validation activities surrounding PCIT iterative releases as agreed upon by the project's governance team. The Senior BA will perform the following testing support activities:
      • Develop and/or update testing plans.
      • Coordinate and support system testing.
      • Coordinate and support user acceptance testing (UAT).
      • Coordinates and tests accessibility conformance.
      • Develop and/or update test scripts and test cases.
      • Report system defects and issues.

      The Senior BA will provide implementation support services surrounding the implementation of PCIT releases. Sample services include:
      • Supporting the delivery of system training sessions to end users.
      • Supporting Go-Live activities.
      • Capturing and communicating implementation schedule changes.
      • Updating project documentation based on implementation outcomes.

      The Senior BA will compile implementation documentation into Implementation Outcome Reports that include various documents such as:
      • Session Notes.
      • List of Required Updates to Previously developed Project Documentation.
      • Recommendations for subsequent Go-Live planning.

      Senior Business Analyst level is defined as:
      • Five or more years of business analysis experience.
      • Capable of applying the listed knowledge, skill, competency, or performing the activity independent of supervision.
      • Able to instruct and mentor others in the exercise or performance of the business analysis responsibilities.
      • Mastery of industry standards and best practices for the business analysis responsibilities with the ability to contribute improvements to the practice.
