    • Supervises all Planning & Zoning staff which includes coordination and assignment of development review, review work products for completeness and accuracy, develop, implement, and enforce the City’s Zoning Code, as well as other City Codes relating to community development, planning, historic preservation, and housing.
    • Develop and recommend long term planning, housing, and development policies; advises the Land Use Commission, Preservation Commission, Housing and Community Development Committee, and City Council on appropriate strategies affecting overall growth of the City; keeps the City's Comprehensive General Plan and associated policies current.
    • Responsible for undertaking planning research and monitoring of development trends and other municipal planning initiatives. Conduct regular research of changing legislation and best practices in land use, zoning, historic preservation, housing, and planning and policies affecting the City of Evanston Department of Community Development.
    • Assists in developing and ensuring the uniform implementation of planning, housing, & zoning policies and procedures. Initiates efforts to streamline and improve policies and procedures.
    • Identifies discrepancies, potential conflicts and recommended changes or new provisions for applicable codes, laws, ordinances, and technical standards.
    • Works with the Planning & Zoning Manager and staff to evaluate and improve internal procedures and techniques to enhance efficiency and effectiveness resulting in positive change in performance measure data, policies, procedures, and techniques.
    • Monitor program development, and manage staff and consultants assigned to Department initiatives and projects.
    • Provide staff direction, assisting with the resolution and interpretation of division issues; motivate and support staff, hold team meetings for the purpose of communicating policy and procedure initiatives and to discuss division initiatives.
    • Supports the hiring, performance management, and training of staff, in consultation with the Planning Manager.
    • Collaborate with community stakeholders to identify and address neighborhood-level planning issues, goals, and priorities. Facilitate community meetings, workshops, and outreach efforts to solicit input and feedback from residents.
    • Attends evening meetings for neighborhood meetings, Land Use Commission, Preservation Commission, Housing and Community Development Committee, Planning and Development Committee or City Council, as required.
    • Performs other duties as required or assigned.
    • Considerable knowledge of planning policies and practices including zoning, historic preservation, urban design, land use and housing.
    • Experience reviewing reports of peers as well as experience providing training to staff.
    • Ability to understand neighborhood and community needs and respond through appropriate measures including recommendation of programs, codes, and ordinances.
    • Ability to prepare and monitor a budget, including an understanding of governmental budgeting.
    • Strong computer skills, including the ability to utilize typical office software and equipment for word processing, spreadsheets, and presentations (Microsoft Office), networked files, ability to use the internet for research, access to databases and related information. Experience with Accela permit tracking software is a definite plus.
    • Ability to read and understand architectural plans, plats of survey, site plans, etc.
    • Functional knowledge of personal computer applications including word processing, spreadsheets, web-based applications, databases, and GIS.
    • Strong communications skills, both written and verbal; ability to make presentations on technical issues that are understandable by the audience; ability to communicate with staff, City officials and the public; ability to prepare correspondence, reports and memoranda containing both technical and non-technical information.
    • Ability to establish and maintain effective working relationships with a diverse group of individuals and staff throughout the City organization and the community.
    • Ability to work independently without close supervision and work in a collaborative manner to accomplish the mission of the department.
    • Excellent analytical and problem-solving skills.
    • Ability to read, understand and interpret manuals, laws, ordinances, policies and procedures, statutes, codes, rules and regulations, journals, newspapers, memos, letters, reports, union contracts and similar documents.
    • Strong customer service skills, both with internal customers as well as external customers. Ability to work in a team-oriented environment that encourages participatory management.
    • Strong leadership, supervisory and management skills in a combination union/non-union environment.
    • The position requires the ability to work in a primarily sedentary position, with the ability to occasionally use force to exert up to 10 pounds
    • The ability to lift, carry, sit, bend, stoop, climb or otherwise move objects, books, materials, etc. using up to 25 pounds of force frequently, and/or a negligible amount of force constantly to move objects
    • The ability to occasionally work outside in a variety of weather and environmental conditions
    • The ability to use machines, tools, equipment, and work aids of those commonly associated with this type of work including but not limited to automobile, flashlight, telephone, code books, digital recorder, personal computer, software, copiers etc.
    • Salary: $92,057.39 - $138,086.66/annually*
      *Starting salary is dependent upon qualifications, but in most cases is no higher than the midpoint for the range.

      Schedule: Monday - Friday 8:30 am - 5:00 pm
      Occasional evening and weekend work

      NATURE OF WORK:
      This position provides front line and daily supervision of the Zoning Administrator, Senior Planner, Senior Housing Planner, Neighborhood and Land Use Planner, and Planners, and assumes responsibility and accountability for such staff. The Supervisor will administer and enforce Division and Department policies and procedures with on-going review of activities and procedures carried out by Planning & Zoning staff and measure staff performance.

      MINIMUM REQUIREMENTS OF WORK:
      Bachelor’s degree from an accredited college or university in urban planning, architecture, preservation, public administration, housing, or substantially similar area. Possession of a master’s degree is preferred. Must possess three (3) or more years of progressively responsible experience working in the public or private sector with zoning, land use, historic preservation, housing, project or grant management. This position must possess a valid driver’s license and a safe driving record.

      Knowledge, skills, and abilities in the following areas:

      SUPERVISION:
      Under the general direction of the Planning and Zoning Manager, work is performed independently within general guidelines. This position coordinates closely with all relevant departments to facilitate the processing of planning and zoning related applications, issues and policies; and applies best practices as appropriate. Guidance is provided by the City Code; City adopted plans such as the Comprehensive Plan, federal, state and local requirements and guidelines, union contracts, City policies and procedures and generally accepted professional guidelines. Work is evaluated by the Planning & Zoning Manager, through reports, weekly meetings, verbal and written communications and annual evaluations. This position is responsible for supervising the Zoning Administrator, Senior Planner, Senior Housing Planner, Neighborhood and Land Use Planner, and Planners.


      PUBLIC CONTACT:
      The employee has regular and frequent contact with City employees, property owners, agents, tenants, contractors, developers, residents, and groups, including elected officials. This position will work with other City Departments or Divisions. Works closely with community/neighborhood groups and organizations on a variety of planning and policy related issues to include violations and problems.
