      What to Expect (Job Responsibilities):
      - Coordinate the development of department rules and ensure compliance with the Maine Administrative Procedures Act
      - Manage federal grant agreements and develop fiscal estimates for legislation impacting the department
      - Draft regulatory language, interpret legislation, and summarize public comments
      - Analyze the fiscal and operational impact of complex regulatory changes
      - Supervise staff and oversee policy development projects

      What is Required (Qualifications):
      - A minimum of nine (9) years of education, training, and/or professional experience in public/business administration or a related field
      - Proven experience in policy development, analysis, and implementation
      - Strong skills in developing state environmental rules
      - Experience managing stakeholder groups
      - Background in environmental policy or environmental law

      How to Stand Out (Preferred Qualifications):
      - Advanced degree in a related field
      - Experience in workflow process improvement
      - Familiarity with Maine environmental regulations and laws
      - Strong analytical and problem-solving skills
      - Ability to communicate effectively with diverse stakeholder groups
