What to Expect (Job Responsibilities):
- Manage a debt portfolio of $1.5 billion, including new issuance and refunding of outstanding debt
- Oversee compliance related to debt issuance, including continuing disclosure and debt service
- Prepare and evaluate requests for proposals, reports, policies, and procedures
- Lead bond issuance transactions from team assembly to transaction closure
- Conduct sensitivity and cash flow analysis to determine optimal financing methods
What is Required (Qualifications):
- Bachelor’s degree in business or public administration, economics, finance, accounting, or a closely related field
- Minimum of 5 years of experience in computerized debt issuance analysis and management within a public finance institution or municipality, including at least 1 year in a supervisory role
- Experience using DBC Finance for analytics is highly desirable
- Strong written communication skills for preparing memos, policies, and reports
- Proven ability to manage multiple priorities and work effectively under pressure
How to Stand Out (Preferred Qualifications):
- Experience in municipal finance, credit analysis, capital markets, or public policy
- Familiarity with Enhanced Infrastructure Financing District (EIFD) financing
