- Develops RFQ utilizing Specifications, statements of work, and terms and conditions for the procurement of specialized materials, equipment, and/or services.
- Prepares bid packages, analyzes and evaluates proposals, negotiates PO provisions, administers resulting PO and ensure on time delivery.
- Manages performance of Purchase Orders and assigned suppliers, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations.
- Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, planning, operations, program and end-users.
- In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules.
- Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through proactive supplier management
- Utilizes process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement.
- Top Secret or Secret clearance required to start and an ability to work on- site FT
- Bachelor’s degree in Supply Chain Management, Business, Finance or related field preferred and 6 years of experience; 4 years with a Master’s for a level 3
- Bachelor’s degree in Supply Chain Management, Business, Finance or related field preferred and 10 years of experience; 8 years with a Master’s for a level 4
- 4+ years’ experience in purchasing, subcontracts, or contracts
- Ability to travel up to 10% of the time
- Strong verbal and written communication skills
- Demonstrated performance, critical thinking and supplier management skills in past projects, roles or experience.
- Strong time management and organizational skills; ability to keep multiple priorities moving forward
- Experience in a MRP system, SAP, CostPoint, Oracle
- Active Top Secret Clearance
- Experience with challenging suppliers and subcontracts / long term agreements
- Experience procuring in an NPI / concurrent engineering environment
- Experience in small and complex machining or electronics commodities
- Ability to read technical drawings and documents
- Knowledge of government contracting requirements and regulations (e.g. FAR, DFARS, ITAR, etc.)
- Master’s Degree in Business or Supply Chain
