      About the Program

      Abt PNG Management Services is a shared services platform supporting five programs based in PNG.

      The five programs include:

      • Australia PNG Economic Partnership (APEP)
      • Australia PNG Subnational Program (APSP)
      • PNG-Australia Transition to Health (PATH)
      • PNG Partnerships for Improving Education (PIE)
      • PNG Women’s Lead (PNGWL)

      The Abt PNG Management Services departments support the delivery of the above mentioned Abt Programs through corporate services functions across seven teams including Finance and Travel, People and Culture, Procurement, Grants Management, Legal and Contracts, ICT, Facilities and Logistics and Safety and Security.

      About the Opportunity

      The Procurement Officer’s role is to facilitate and support the procurement, contracting and compliance activities and assist with the implementation of the company’s corporate contracting, procurement and compliance policies and procedures.

      Specific Responsibilities

      • Support the program teams identify, evaluate, and manage relationships with suppliers and service providers;
      • Ensure procurement activities are conducted transparently and competitive sourcing processes are followed in compliance with the Abt PNG procurement operations manual, program delegation matrices, and other relevant guidelines such as the Commonwealth Procurement Rules;
      • Assist to review tickets registered on the Procurement service desk and respond to tickets in a timely manner;
      • Raise purchase orders for approved procurement evaluations;
      • Ensure purchase orders are closed within the set KPIs, following up on invoices with program staff and/or vendors as required;
      • Ensure procurement of assets are identified and communicated to the ICT, and Facilities & Logistics team to enter on the Asset register.
      • Support process and systems improvements for procurement, contracting and compliance activities and assist with development of contracting and procurement templates and tools where required;
      • Other duties as required.

      • Reports to Senior Procurement & Logistics Supervisor
      • Finance managers and Finance team
      • Program Operations leads
      • Program staff

      About You

      • Demonstrated experience in general procurement and a strong focus and understanding on achieving value for money
      • Strong knowledge of procurement compliance requirements
      • Excellent supplier management and stakeholder engagement skills
      • Strong analytical and documentation skills
      • Ability to work independently and as part of a shared services team
