      The Department of Transportation and Public Facilities (DOT&PF) Program Management and Administration is looking for a Procurement Specialist 2 to help us Keep Alaska Moving!



      What you will be doing:
      We are seeking a dedicated and detail-oriented individual to join our team as a Procurement Specialist. Under the supervision and direction of the Northern Region Procurement Specialist 3, this position is responsible for developing, establishing, overseeing, and administering both formal and informal procurements for commodities, professional services, and non-construction related procurements for the Northern Region and statewide divisions of the Department of Transportation & Public Facilities (DOT&PF). The role involves managing the entire solicitation process, including the development of Invitations to Bid (ITB), Requests for Proposal (RFP), and Requests for Alternate Procurements (RAPs). The successful candidate will provide procedural and technical guidance to project managers and engineers, lead negotiations, and ensure compliance with State Procurement and Property Control Statutes, Regulations, and policies.

      The ideal candidate will have a thorough knowledge of procurement policies, procedures, and regulations, and will be adept at analyzing and interpreting procedures and regulations. They will be responsible for drafting, reviewing, and implementing complex specifications and documentation, as well as responding to protests and appeals regarding bid or proposal specifications. This position requires excellent communication skills, as the candidate will regularly confer with contractors, vendors, and department personnel, and must effectively present information and respond to questions from directors, customers, and the general public.

      Competency Description
