- Prepare evaluations for a segment or phase of broader project or study.
- Use conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives.
- Prepare draft reports and other substantive guidelines and materials.
- Recommend alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures.
- Perform operational reviews, program evaluations and guidelines pertaining to the effectiveness of line program operations.
- Make recommendations and conduct studies of employee/organizational efficiency and productivity.
- Evaluative and analytical methods to identify and measure accomplishments and progress, revise methods, and develop new approaches to information gathering.
- Knowledge of project management techniques to plan, schedule, and conduct complex projects; mission, organization, work processes and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations.
- Your experience should include an understanding of budgeting methods and techniques, the ability to prepare analyses and estimates, and oral communication techniques sufficient to present findings and negotiate solutions.
- A wide range of analytical and evaluative methods and techniques, both qualitative and quantitative; management and organizational principles to apply to programs, projects and studies concerning the efficiency and effectiveness of operations and means to improve them.
- Knowledge of project management and organizational to evaluate complex projects and studies and the ability to identify problem areas, trends, deficiencies, or other similar factors affecting operations.
- Your experience should include an understanding of budgeting methods and techniques, the ability to prepare analyses and estimates, and oral communication techniques sufficient to present findings, deliver briefings, and negotiate solutions to disputed recommendations.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
Specialized Experience GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service.
Specialized experience for this position includes:
OR Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study.
OR LL.M., if related
OR A combination of qualifying graduate education and experience equivalent to the amount required.
SPECIALIZED EXPERIENCE GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.

THIS IS A BILINGUAL POSITION: Applicants will be required to demonstrate proficiency in Spanish. You must be able to speak, read and write the selected language in order to be considered proficient in that language.
