      This position is located in the Risk Management Agency, Deputy Administrator for Insurance Services, Reinsurance Services Division.

      The position may be remote (virtual) for highly qualified candidates. Location will be determined upon selection.

      This is a Bargaining Unit position.

      For Kansas City, MO, Jackson, MS, and Raleigh, NC this is an NFFE Bargaining Unit position.

      For Washington, DC this is an AFSCME Bargaining Unit position.

      Duties

      • Review, analyze, evaluate and expertly articulate recommendations as to the financial and operational resources, organization, experience, internal controls, ability to address reasonable risks, and technical skills.
      • Review and conduct risk analysis of the AIPs SRA, Appendix II "Plan of Operations" (Plan) data reported to determine the impact on the crop insurance program and compliance with the SRA.
      • Ensure the AIP has and maintains comprehensive and detailed procedures for each functional area that are consistent with RMA policies and procedure, and the SRA, along with other applicable laws, policies, procedures, etc.
      • Develop and maintain operational requirements, procedures and policies, and industry standards for use by RMA in conducting necessary evaluations and effectively administering the SRA.
      • Develop and maintain worksheets, FAQs, procedures and other documents to serve as clarification and guidance.
      • The incumbent will explain RMA's data reporting requirements and work with AIPs representatives to explain complicated and/or technical information to resolve data submission problems.
      • Promote and maintain positive liaison activities with AIP representatives and other government employees.
      • Responsible for preparing statistical and analytical reports, conduct background research, compile materials, and draft reports and correspondence based on their findings.
      • Prepare and expertly articulate compiled reports and analysis relating to their review and its statistical accuracy, determining source of noted weakness, and summarizing recommendations.

      Qualifications

      Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement 11/01/2024 including time-in-grade restrictions, specialized experience and/or education, as defined below.

      Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

      Specialized experience for the GS-12 level: One full-time year of specialized work experience equivalent in difficulty and responsibility to the GS-11 level in the Federal Service or private sector equivalent. Specialized experience is defined as: 1) Preparing statistical and analytical reports, conducting background research to determine adherence to policy and procedures, compiling materials, and drafting reports based on the findings; 2) Developing and maintaining worksheets, FAQs, procedures and other documents to serve as clarification and guidance for others; 3) Recommending improvements to business planning processes, performance and organization efficiency; and 4) Providing expert advice to management on the content of new or modified proposals/business management processes and the impact upon agency programs and resources.

      Specialized experience for the GS-13 level: One full-time year of specialized work experience equivalent in difficulty and responsibility to the GS-12 level in the Federal Service or private sector equivalent. Specialized experience is defined as: 1) Conducting detailed analyses and evaluations to determine adherence to federal laws, policy and procedural requirements; 2) Compiling data, conducting comparative analysis, calculations, reports and written guidance for upper level management; 3) Expertly articulating compiled reports and analysis relating to the review and its statistical accuracy; and 4) Developing creative and innovative solutions to complex business management process issues which increase effectiveness and enhance customer service, involving others in the decision making process in order to lead cross functional teams.
