      Summary

      Plans, organizes, directs, and coordinates programs and initiatives for various projects that meet programmatic and funding requirements. Establishes project goals aligned with programmatic and funding requirements.

      Distinguishing Career Features

      The Program Director, Career Education and Workforce Development is a mid-management position having reporting relationship to the Vice Chancellor of Educational Services and Technology at the District level. The Program Director, Career Education and Workforce Development will be accountable for regional leadership and administration of the projects funded by various grants and categorical funds.

      Essential Duties and Responsibilities

      Specific duties may vary among departments, divisions and jobs. Incumbents typically perform a substantial portion or all of the following types of duties, as assigned:

      1. Engages K12 and community college partners in planning, building, and implementing multi-level support structure career education pathways and programs. Provides support towards institutionalizing efficient early college credit processes that increase the number of students pursuing postsecondary education, and addresses regional equity and achievement gaps among underrepresented and under-resourced student groups.

      2. Creates and disseminates resources to guide effective career education pathway design and early college credit implementation, such as process guides, videos, learning modules, and toolkits developed for regional scale up.

      3. Facilitates systematic data collection and reporting of early college credit to effectively implement, monitor and improve career education pathways. Expands analysis and use of data across K12 and community college systems linking actionable information on pathway programs to education and workforce outcomes.

      4. Builds a network of supporters to promote regional engagement to facilitate career education pathway scale up. Improves development and dissemination of effective practices.

      5. Organizes professional development and facilitates cross-institutional learning opportunities using shared resources and schedules.

      6. Provides analyses and recommendations to address and mitigate barriers (e.g., contractual, academic, and student support) that are critical to long-term success of regional career education and workforce development.

      7. Supports collaboration with regional partners and state and local initiatives to enhance strategic planning and related implementation strategies and actions.

      8. Provides technical assistance to regional and local institutions to develop applications that are consistent with applicable legislation and regulations.

      9. Provides data collection assistance and works with the region and state agencies to facilitate the collection and submission of required outcome data.

      10. Supports regional consortia to provide information to county offices of education, other local educational agencies, middle schools, high schools, and regional occupational centers and programs eligible for grants of the availability of contracts and grants and the application process.

      11. Prepares, recommends, and manages the approved budgets along with contracts and agreements. Oversees the submission of required progress reports as well as reports related to budgets and expenditures.

      12. Maintains up-to-date knowledge and skills related to pertinent legislation, emerging trends in the targeted population in alignment with the State Chancellor's Office initiatives, and the duties and responsibilities of the position.

      13. Performs other related duties as assigned that support the objective of the position.

      14. Required to abide by all District policies and procedures including Board Policy 3050 – Code of Professional Ethics

      Knowledge and Skills

      1. The position requires knowledge of career education programs and grant educational needs/goals including the theories, concepts, and prevailing practice in delivering college level education and workforce development programs.

      2. Requires working knowledge of California Education Code, California Title 5 Code of Regulations and applicable federal statutes.

      3. Requires knowledge of the dynamics of a culturally and economically diverse community.

      4. Requires knowledge of relevant state and District computer applications and systems.

      5. Requires knowledge of budget preparation, managing, and reporting.

      6. Requires knowledge of grant writing and grant administration.

      7. Requires knowledge and understanding of the philosophy and objectives of the community college.

      8. Requires proficiency with computer skills including, but not limited to, word processing, spreadsheets, email, and databases.

      9. Requires knowledge of personnel management, supervision, and evaluation.

      10. Requires well-developed oral and written language skills to prepare reports and professional correspondence.

      11. Requires skills to conduct performance reviews, deliver presentations, and convey information to a variety of audiences.

      8. Requires the ability to prepare and maintain applicable records, reports, databases, and files using computers and peripheral equipment.

      9. Requires the ability to analyze and problem solve effectively.

      10. Requires the ability to exhibit tact, courtesy, and patience in the course of performing the work in the position.

      11. Requires the ability to communicate effectively, both orally and in writing.

      12. Requires the ability to collect, compile, and analyze data.

      13. Requires understanding of, sensitivity, and commitment to meeting the needs of the individuals from diverse academic, socioeconomic, cultural, disability and ethnic backgrounds.

      14. Requires the ability to work cooperatively and productively with internal and external constituencies. 15. Requires the ability to manage teams.

      Physical Abilities

      1. The general physical demands, working conditions, and essential job functions associated with this classification will be kept on file with the Office of Human Resources.

      Education and Experience

      This position requires a Bachelor’s degree and five years’ experience working in career technical education, economic and workforce development, education or related fields; and three years of experience in grant administration. Or, any combination of education and experience which would provide the required equivalent qualifications for the position.

      Licenses and Certificates

      Requires a valid driver license. Working Conditions Work is performed indoors where minimal safety considerations exist.

      This is an IN-HOUSE ONLY - permanent, categorically funded, full-time, 12-months per year classified position. The normal hours of work will be Monday through Friday 8:00 am to 5:00 pm, with the flexibility to periodically work extended hours and/or weekends, if necessary, to meet the department's needs. The effective date of employment will be arranged with the supervisor. The District provides medical, dental, and vision insurance for the employee and eligible dependents and life insurance for the employee.

      Selection Procedure
