Work closely with existing team to develop opportunities for social programing at the West Campus to serve the community.
Assists in the development of new business/lease/rental opportunities based out of the West Campus that can both create revenue and serve the surrounding community.
Collaborate closely with The Salvation Army Officer to assist in growth of existing church.
Assists with developing opportunities for the development of existing housing units on the West Campus property.
Manages agency partnerships related to social service program delivery.
Understands and manages government contracts related to any social services provided at the West Campus.
Ensures all Programs incorporate the values, standards and philosophy of The Salvation Army and CS(C) mission statement(s).
Develops operational plans for the business, social and housing programs, as well as Women’s Residential Programs.
Develops, implement, and evaluates program goals that support the annual CS(C) strategic & operational goals.
Builds teams that are qualified, equipped and engaged in their work, as well as work well with other program areas within the organization to create unity and flow of services.
Initiates, maintains, and promote positive working relationships/partnerships and communications with community stakeholders, government and collaborative agencies; represents TSA at decision-making tables in the program sector(s).
Monitors and ensures consistency in systems and practices.
Ensures a spiritual dynamic to all programing and services.
Part of on call rotation for the Women’s Shelter and Transitional Housing, including filling in for shifts when coverage cannot be found.
Hires, orients, trains, supports, evaluates and retains direct reports.
Ensures programs are fully staffed with qualified staff (employees and volunteers) and that staff have the resources to do their jobs.
Grows, develops and coaches direct reports to meet client needs, increase program effectiveness and continuous quality improvement related to programs services.
Ensures employees are paid accurately and on-time utilizing The Salvation Army’s electronic payroll system and following all policies, procedures and practices.
Effectively utilizes, supports, evaluates and retains volunteers.
Ensures compliance with all legal and workplace policies and practices.
Establishes, maintains, and adheres to West Campus budget(s) in compliance with policies, as well as Finance operating and administrative guidelines.
Completes documents required by Finance in accordance with policies and Finance procedures i.e. purchase requisitions, invoices, and other finance documents.
Coordinates all room booking within West Campus, including internal and external bookings, insurance requirements, collection of fees, etc.
Prepares and received paperwork for various projects, processes and contracts.
Reviews contract(s) in collaboration with Executive Director and Director of Shelter and Housing.
Demonstrates diligent stewardship of resources.
Identifies and implements effective practices for risk management to ensure workplace safety for program staff, minimizing liability and enhancing/upholding the reputation of The Army.
Ensures that the equipment, materials and protective devices are provided and maintained in good condition.
Ensures compliance with all OHS legislation and workplace health and safety policies, procedures and practices.
Assures that all programs, services and activities are aligned and comply with the Salvation Army Accreditation Standards.
Prepares and submits documentation, reports and statistics as required, to Executive Director, management, and donors.
Creates and maintains an up to date-position manual.
Ensures the establishment and maintenance of Program policies, procedures, and protocols ensuring compliance with Territorial standards, policies, best practices, and legal requirements; reviews policies, procedures and management files annually and as needed.
Ensures all FRC and Housing Programs are prepared for accreditation, audits, etc. and that program staff are trained in and compliant with best practices and standards.
Reports significant risk management occurrences to the Director of Shelter and Housing Services.
Attends all relevant sector meetings with community stakeholders.
Attends Leadership Team meetings, present opportunities & challenges, answers to questions and prepare reports as required.
Attends and participates in meetings/events/committees (internal and external) as required.
Attends meetings as requested by the supervisor.
Participates in media opportunities when requested.
Connects with the community and educate them about the West Campus Programs.
This is a full-time position at 40 hours per week.
Weekly schedule is Monday to Friday, 10:00 am to 6:30 pm.
Working environment is typically in the office. The incumbent works in generally agreeable conditions such as those found inside offices or equivalent work areas.
May be faced with dealing with aggressive and/or disruptive clients.
Completion of an Undergraduate University Degree in a related field (e.g., BA, BBA, BSc, BSW).
A minimum of five years of experience in the social service and/or business sector, including leadership, financial management, startup, program, and social service management experience.
Planning: proficiency in strategic planning, program development and evaluation.
Operational/Service Management: sets clear standards and practices to deliver quality services in accordance with accreditation processes, intended program outcomes, and resources; monitors and builds an ongoing continuous improvement and learning environment; attention to detail, problem solving and analytical skills.
Communication: excellent communication skills (verbal/written); strong sense of integrity and confidentiality with professional ethics and a balanced sense of fairness and flexibility; strong skills in MSOffice 365 (Excel, TEAMS, Word, PPT) to prepare/present information.
Managerial leadership: Leads with effective change management and staff engagement principles in order to promote excellence and strong teams; sound management skills including setting direction, managing performance, assessing capability; proven ability to establish and maintain productive relationships with community partners.

Compensation:
The target hiring range for this position is $68,879.24 to $86,099.05 with a maximum of $103,318.86.Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
