- Be thoroughly familiar with the approved grant contract within Early Learning and Youth Development to assure adherence to the grant contract
- Hiring, scheduling, and supervising colleagues
- Monitor and evaluate programs
- Determine staff development needs in cooperation with all staff in accordance with evaluation results
- Arrange appropriate staff development
- Assist with the development and implementation of Early Learning strategic plan, including goals and objectives with measurable outcomes, optimizing project management to support the Focus: HOPE strategic plan.
- Define Prepare internal and external reports.
- Develop community connections
- Provide administration and direction to manage the after-school program
- Work in partnership with school-day and partner agencies
- Facilitate communication with all Early Learning and Youth Development colleagues
- Experience with budgeting, supervision, and curriculum development
- Attend all mandatory meetings, conferences, and trainings
- Develop, implement and evaluate site policies and programs
- Manage day to day operations, including being available to address parent, child and staff issues
- Ability and willingness to work evenings and weekends and to travel extensively
- Perform other duties assigned by Director of Early Learning
- Strong project management skills and ability to balance complex, multi-faceted initiatives with competing priorities
- Commitment to using data to drive collective decision making
- Excellent interpersonal skills and effective oral and written communication that supports involvement, engagement, ownership, and transparency among diverse stakeholders
- Ability to be flexible and adapt to changes within both the organization and community
- Strong commitment to civil rights and human rights issues
- Working knowledge of the goals and philosophies of Early Head Start, Head Start, Great Start Readiness, and other early education programs, and related funding requirements.
- Demonstrated ability to develop and manage complex program budgets.
- Ability and willingness to work evenings and weekends and to travel extensively.
- Computer Literacy required including word and excel.
- Bachelor's Degree Required in Early Childhood Education, Family and Child Development, Human Services, or related field, Master’s Degree Highly Preferred.
- 3-5 years’ experience in supervision of staff, fiscal management, and administration.

General Statement of Duties:
The Program Manager combines the dynamic roles of strategic planning and innovation, as well as operational planning and follow-through. This position manages all Early Learning and Youth Development program specialists and coordinators within the Early Learning and Youth Development department.
