Serve as a program manager for a portfolio of extramurally sponsored projects related to the Jennette’s Pier Wave Energy Test Center, a collaboration between the NC Aquarium Division and the North Carolina Renewable Ocean Energy Program (NCROEP), and the newly established Atlantic Marine Energy Test Center (AMEC). AMEC is a university consortium that includes infrastructure upgrades and testing at the Jennette’s Pier Wave Energy Test Center and other test centers in this
region. The Program Manager will operate the Jennette’s Pier Wave Energy Test Center in collaboration with the Director of Jennette’s Pier (the North Carolina Aquarium), the Research Operations Manager at CSI, and the North Carolina Renewable Ocean Energy program’s directors at the Coastal Studies Institute (CSI).
The position is needed for full life cycle of project task management to include project planning, project coordination, budget management, scheduling, preparation of reports and other deliverables, personnel administration/management, test center accreditation, and permitting. The position will be the point of contact and lead for coordinating marine energy testing at the
Test Center, including communication and coordination with the research operations manager at CSI, the national Testing Expertise and Access for Marine Energy Research (TEAMER™) program, and the NC State FREEDM Center, which will install and operate a Green Energy Hub at the Test Center. The Project Manager will take primary responsibility of safety and code adherence at the Test Center. All work listed will be conducted with limited supervision.
Project Planning:
• Serve as the point of contact for parties interested in marine energy technology testing at the Jennette’s Pier Wave Energy Test Center
• Lead the organization of plans for marine energy technology testing at the Jennette’s Pier Wave Energy Test Center, in communication and coordination with collaborators, the research operations manager at the Coastal Studies Institute (CSI), the Director of Jennette’s Pier (the North Carolina Aquarium), the North Carolina Renewable Ocean Energy program’s directors CSI, the national Testing Expertise and Access for Marine Energy Research (TEAMER™) program, the NC State FREEDM Center, and other stakeholders as needed.
• Schedule and lead planning meetings.
• Procure materials and services required for testing activities.
• Prepare and share safe work permits.
• Prepare and communicate environmental permits and documents for National Environmental Policy Act compliance.
• Maintain and share a testing schedule with collaborators.
• Contribute to test center accreditation planning.
• Contribute to the establishment of monitoring protocols according to IEC technical standards.
• Act as a resource on development of statements of work and budgets with collaborators, sub-contractors, and future
customers.
Project Implementation and Evaluation:
• Lead marine energy technology testing at the Jennette’s Pier Wave Energy Test Center, in communication and coordination with the research operations manager at the Coastal Studies Institute (CSI), the Director of Jennette’s Pier (the North Carolina Aquarium), the North Carolina Renewable Ocean Energy program’s directors CSI, the national Testing Expertise and Access for Marine Energy Research (TEAMER™) program, and the NC State FREEDM Center.
• Assure compliance with established logistical plans, safe work permits, and environmental permits during marine energy technology testing.
• Exercise judgment and discretion in establishing, applying, and interpreting policies and procedures. Ensure any work delegated will be done in a safe and responsible manner. This includes implementing new safety protocols (if not already in place) as needed, providing technicians with appropriate PPE for the task at hand, and stopping any proposed work that the project manager deems too dangerous or inappropriate to be completed by technicians/scientific
staff.
• Contribute to the implementation of environmental monitoring protocols according to IEC technical standards.
• Implement the test center accreditation plan.
• Onboard and off board personnel.
Reporting:
• Work with collaborators to track project progress and deliverables.
• Maintain testing records according to accreditation plan, IEC technical standards, and collaborator needs.
• Communicate marine energy testing outcomes to interested stakeholders, including researchers and regulatory
agencies.
Strategic Development:
• Stay informed of the state-of-the-art regarding marine energy technology testing.
• Contribute to the development of new project opportunities.
• Coordinate test center visits with external stakeholders.
Financial Duties:
• Work with CSI administrative staff and collaborators to prepare invoices and make payments to subcontractors in a
timely manner.
