- Manage and oversee the administrative and daily operations of the program in support of overall program goals and objectives.
a. Develop and implement systems and processes to enhance operational efficiency.
b. Monitor program implementation in accordance with grant funding requirements.
c. Conduct regular reviews for accountability and program performance.
d. Oversee and/or coordinate the collection, compilation and analysis of program activity data; write and ensure the timely submission of all external and internal program reports.
e. Perform liaison activities with community partners, including contract monitors.
f. Works to resolve program issues (i.e. client grievances, customer service, financial/operational challenges, incident reporting and following etc. - Provide leadership and direction to all program staff and volunteers; supervise 10 FTE’s ; oversee supervision of staff, which includes scheduling, recruiting, staffing, hiring, performance evaluation, timesheet review and approval, overtime tracking and monitoring, staff training, and professional development; set standards for customer service; conduct regular staff meetings; communicate policies and procedures; and facilitate team dynamics.
- Manage program budget and expenditures to ensure that available funds and resources are used efficiently.
a. Develop program operating budgets and provide fiscal direction to the program.
b. Monitor program revenues and expenditures; prepare budget revisions; and provide required financial reports.
c. Approve the use of credit card; apply payment and receipts to database in accordance with Agency procedure. Facilitate the preparation and submission of contracts and/or grant applications. - Oversee and maintain quality program practices, ensuring compliance with best practice standards, contract grant requirements, and agency practices and
procedures.
a. Conduct client record reviews on an ongoing basis.
b. Implement Corrective Action Plan to address deficiencies identified through the agency client process and CQI process.
c. Enable staff participation in quality improvement.
d. Update the program’s practices and procedures, and program manual as needed.
e. Coordinate and oversee the maintenance of program facilities and equipment in accordance with relevant health, fire and safety codes, and COA standards.
f. Coordinates with Director QA and HMIS Manager the monitoring of database contract requirements to ensure contract compliance. - Bachelor’s degree in human services or related field.
- 3 years of progressively responsible non-profit experience in program management.
- 1 year of supervisory experience.
- Driving is required. Must have a valid driver’s license and clean driving record.
- Knowledge of management principles and practices.
- Knowledge of budgeting and fiscal management principles.

JOB SUMMARY: The Program Manager provides comprehensive management of the Hypothermia, Emergency Overflow Sites and On Call Program Assistant pool, ensuring
that the program and services are in accord with best practice standards, contract and grant requirements, and agency practices and procedures. Oversees fiscal, operational,
administrative, staff management, and quality practices of the program; and liaises with external community partners.
Supervisory Responsibility: Provides administrative and functional supervision 10 FTE’s, functional supervision of up to 70 staff.
